The Role

Oxfam in Africa is looking Platform is looking for an experienced Grants and MEAL Coordinator for the Youth Action Lab (project 2). Reporting to Transformative Education Policy and Programme Lead you will take lead in the implementation of successful regranting cycles and grantee engagement from start to finish. You ensure regranting and related activities are within budget, conform project plan and donor contract, in a cost-effective and efficient way. You will ensure quality reporting on Oxfam’s work and take the lead in the project consortium on the design and implementation of monitoring methods and tools to assess progress towards results, and enable accountability towards our partners, the people and communities we work with, donors and supporters. You are a strong coordinator and ensure added value and synergies with the work of other consortium partners. You are a champion of meaningful youth engagement and will work with youth to bring their voices to policy and decision-making spaces, including the African Union.

Key responsibilities

  • Responsible for the overall implementation of Oxfam’s activities as part of the Youth Action Lab, including management of grant modalities, facilitating grantee participation in influencing spaces, nurturing connections between grantees including promotion and usage of a digital platform, and youth-led advocacy in coordination Oxfam’s AU Liaison offices.
  • Lead on the direct management of selected grant recipients, including outreach, evaluation, selection, risk and capacity assessments, grant monitoring and reporting, linking grantees to capacity development service providers, and provision of direct limited remote support – ensuring meaningful youth engagement and collaboration with the project’s youth advisory board.
  • Leads on reporting and visibility initiatives of the work of the grant recipients (such as learning or communication products).
  • Ensures coordination of Oxfam’s activities with the grant modalities and activities of the project consortium partners and in coordination with the Youth Voices Lab (project 1), supported by the project’s Consortium Manager based in Oxfam Novib, The Hague.
  • Represents Oxfam’s in the Partner Coordination Committee of the Project, in coordination with the project’s Consortium Manager.
  • Monitors and analyses progress and in case of gaps, pro-actively proposes ways forward and foresees and mitigates risks.
  • Takes lead on Oxfam’s annual reporting cycle to the EU.
  • Coordinates, designs, and implements the MEAL plan for the Youth Action Lab and leads on the collaboration between MEAL colleagues from consortium partners.
  • Leads on the design of base-mid-endline activities, leads on the implementation for Oxfam and coordinates with consortium partners, supported by the consortium’s Learning Advisor.
  • Sets-up of (external) mid-term and end-term evaluations in line with donor requirements, supported by the consortium’s Learning Advisor.
  • Quality control of indicator totals and leading on analysis of the monitoring data and quality reporting, learning, and disseminating results at project level and in line with donor requirements.
  • In collaboration with consortium partners and grantees, supports annual linking and learning events, grantee convening exchanges and (youth-led) research as an integral part of the PMEAL framework.

We’re looking for a person with

  • Advanced University degree (masters or equivalent) in a relevant field (e.g., development studies, public health, law).
  • At least 8 years relevant working experience in complex international environments; and a minimum of 5 years of experience in a similar position in a project-based international development organization and / or global network, preferably with projects funded by the European Commission (EC) and/or projects that include a large sub-granting component.
  • Program Management skills, including Theory of Change methodology, process management, grant management, scheduling, project control, documentation development, risk management and quality management, monitoring and evaluation.
  • Practical experience leading, designing and implementing MEAL strategies, preferably as part of a project funded by the European Commission (EC) and/or that have a large sub-granting component.
  • Experience with programs that empower young people and work in collaboration with youth-led partners with place youth at the center, such as through Youth Advisory Boards, and you have strong knowledge and experience with youth civil society and networks across Africa.
  • Experience influencing policy and practices and bringing in the voices of beneficiaries, you preferably have direct experience with youth inclusion in AU structures or other regional bodies.
  • Ability to work in a project-oriented manner in a changing organization, taking all the interests of the involved stakeholders seriously and remaining strongly focused on the end results.
  • Strong writing and presentation skills for periodic reporting on process, outcome, output and deliverables.
  • Strong skills in cooperation, negotiation, and motivation of team members and colleagues.
  • Ability to work directly and over distance with colleagues / partners.
  • Excellent command of written and spoken English, and preferably professional proficiency in French.
