The Role:

 

Oxfam in Bangladesh is seeking a competent HR Professional who has in-depth knowledge of partnership management and can assess the partners following organizational HR and safeguarding policies & practices.

 

KEY RESPONSIBILITIES

As part of the partner assessment process, the P&C Officer will check the following policies/ initiatives of the organizations, which have applied for Partnership:

  • Check, whether the respective organizations that have applied for Partnership has Code of Conducts that adhere to Oxfam‘s Code of Conduct.
  • Review what are the key elements of the organisation’s safeguarding policy, Who is responsible for safeguarding issues in the organisation, what are their specific roles and what qualifications and/training do partners’ have.
  • Check how does the partner organisation make their staff aware of the kind of behaviour they expect, and does it include zero tolerance on abuse and exploitation of all forms.
  • Review what processes does the organisation have in place to screen its staff and volunteers on safeguarding issues before recruiting them and how does it hold them to account for.
  • Check how does the organisation identify potential safeguarding risks (including risks to children, youth and vulnerable adults) in relation to planned program and other activities and effectively mitigate these risks.
  • Identify how does the organisation raise awareness in the communities it works with around (1) behaviour they can expect from staff, volunteers, and others, (2) safeguarding and (3) whistleblowing to safely report safeguarding issues.
  • Assess what type of whistleblowing line or reporting mechanisms does the organisation have in place to allow reporting safeguarding incidents? How does it work (describe the process).
  • How does   the organisation ensure that the collection and usage   of   images   of   people they   work   with (particularly children, youth, vulnerable adults) are not exposed to any safeguarding risks?  (Consider collection & usage of images for MEAL, content/story gathering, fundraising, social media etc.)
  • Check whether the organisation (or its senior management/board members) currently suspected or found guilty of exposing anyone it works with, including staff, third parties and beneficiaries to any form of exploitation or abuse? Has the organisation dealt with it or is dealing with it appropriately?
  • How does the organisation involve, protect and supports the survivor during and after handling their case.

 

What we are looking for:

 

We’re looking for a candidate who cares about Oxfam’s mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.

 

An ideal candidate for the role will also have:

  • A minimum of 3 years’ experience in Human Resources in reputed NGO in relevant roles.
  • Post Graduation degree in Human Resource Management or relevant areas.
  • A sound understanding of HR & Safeguarding policies & practices in development sector.
  • Computing skills, including knowledge of word-processing, spreadsheets, and database management
  • Excellent communication and interpersonal skills,
  • Strong report writing skill.
  • Willingness to travel to sub-offices within Country and Outside
  • Show respect to confidentiality and advise staff on professional HR issues.
  • Ability to communicate, written and orally, in English and Bangla
  • Ability to work in a systematic and well-organized manner, with high level of accuracy and attention to detail.
  • Strong understanding on Gender and Diversity.
