Association for Aid and Relief, Japan (AAR Japan) is an International Non-Governmental Organization that reaches out to the most vulnerable populations around the globe. In Kenya, AAR Japan has been implementing emergency responses and education projects for both local and refugee communities mainly in Kakuma, Kalobeyei, and its surrounding areas.
Following the impactful food distribution project AAR Japan carried out last year in response to the drought and rising prices of commodities for local communities in Kakuma and Kalobeyei, it is implementing cash and voucher assistance (CVA) project funded by the Japan Platform (JPF) to further enhance the resilience of local population from April 2024.
The project aims to enable the vulnerable population not only to access necessary food but also to strengthen their financial knowledge and capacity to cope with frequent drought and climate change. A total of 230 households will receive unconditional cash which is calculated as 75% of the Minimum Expenditure Basket (MED) during 4 months. Before the distribution of cash every month, they will also attend training on financial management to ensure that they use the distributed cash for fundamental needs and to further utilize it for building resilience.
Accordingly, AAR Japan is now looking for a Project Officer for the abovementioned project. The successful candidate will be on duty at AAR Japan Kakuma Office, which is located in Kakuma, Turkana West, Turkana County. The candidate will work under the direct supervision of AAR Japan’s international staff.
The details of the position in concern are as follows.
Duties:
- Manage the overall progress and implementation of the project, including but not limited to control budget, develop and update work plans, and conduct monitoring and evaluation;
- Provide direct supervision to Field Officer to implement the project;
- Liaise with stakeholders (local authorities, local-led organizations in communities, financial service providers or other agencies in food security sector) to select beneficiaries, arrange food distribution points and cash distribution process, develop distribution schedule and logistics, conduct post-survey to assess the impact of the project;
- Arrange and facilitate pre-distribution trainings related to income and expenditure management at home;
- Support AAR Japan’s international staff in necessary arrangements for the project, analysis and documentation of collected data, and any other assistance needed;
- Submit a monthly report to AAR Japan’s international staff by the end of each month to report the progress of the project implementation;
- Perform any other duties instructed by AAR Japan’s international staff.
Qualifications:
- More than 3 years’ experience in humanitarian work;
- Work experience in project management, including supervising and leading a team of 3 or more members;
- Work experience with UN agencies or international NGOs is highly valued;
- Experience in cash distribution is highly valued;
- Fluent language skills of English;
- Following additional language skills, Kiswahili and Ng’aturkana are highly valued;
- Teamwork skills;
- PC skills (Microsoft Office is a must).
Period (subject to change due to internal circumstances);
From 1st April 2024 to 31st October 2024 with 3-month probation period
Salary (Gross);
62,000 KES to 103,700 KES per month (amount will be determined based on experiences or skills)
