Background

The Central African Republic (CAR) continues to face tremendous humanitarian needs due to years of conflict and instability. In 2023, more than half of the population required humanitarian assistance (3.4 million people), and roughly 40% of the population feared for their safety. About 500,000 live in protracted displacement and are dependent on humanitarian assistance and protection for survival, while over 2 million people face food insecurity.

NRC has been present in CAR since 2014 and currently employs 15 international staff and approximately 165 national staff. NRC operations cover a large geographic area with activities spread across strategic districts throughout the territory such as Mambere Kadei, Sangha Mbaere, Nana Mambere and Ouham Pendé in the West, Nana Gribizi, Kemo and Ouham Fafa in the Centre, Basse-Kotto in the South East, and Lobaye and Ombella Mpoko in the South West. NRC operates from three field/area offices in Bouar, Kaga Bandoro, and Alindao, and a country office in Bangui, the capital city.

The programme portfolio includes six core competencies: Information Counselling and Legal Assistance (ICLA), Livelihoods and Food Security, WASH, Shelter, Education as well as Protection from Violence.

NRC’s ICLA programme in CAR provides assistance with regards to legal identity and housing, land and property (HLP) rights of displacement-affected populations.

What you will do:

In this position, you will:

  • Develop the ICLA strategy, technical guidance and Macro LFA
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
  • Identify trends, technical standards and donor priorities
  • Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support
  • Ensure that key learnings are extracted from ICLA implementation, and incorporate them in the ICLA programme and staff development processes
  • Provide systematic training and build capacity of technical staff
  • Represent NRC in relevant forums/clusters, including with national authorities and donors
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

What you will bring:

  • Minimum 4 years of experience within human rights / legal assistance / displacement area of expertise in a humanitarian/recovery context
  • Strong understanding of relevant human rights frameworks, including refugee rights, IDP rights and humanitarian law
  • Solid knowledge of and experience applying protection principles within humanitarian responses
  • Experience from working in complex and volatile contexts
  • Professional fluency in English and advanced level in French, both written and verbal
  • Knowledge of the context in CAR and/or the region is an asset
  • Experience engaging in/related to legal reform processes.
  • Experience in gender issues and programming
  • Experience from protection and advocacy work within ICLA/legal assistance sector
  • Solid experience form managing and implementing ICLA-type of responses in both volatile and recovery contexts
  • High level of experience in programming associated to legal assistance, land rights, and civil documentation.
  • Strong capacity in leading proposal development
  • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, SDC, UNICEF, CHF, GAC, OFDA, NMFA, Sida, UNHCR)
  • Advanced understanding and experience in M&E processes and analysis with the ability to devise and adapt tools to context
  • Experience in leading multi-sector assessments and analysis
  • Ability to work closely together with other field staff and across sectors
  • High level of communication, representation, flexibility, drafting and negotiation skills
