The purpose of the position is to support the development and maintenance of an effective network of WHO Collaborating Centers in the WHO European Region through the implementation of strategic actions, daily project management and operational implementation, in full compliance with the WHO CC policies and processes, and in alignment with the WHO European Programme of Work priorities. 
The incumbent will be tasked with supporting the implementation of key areas of the WHO Collaborating Center action plan and Country Strategy and ensuring continuity in coordinating functions of WHO collaborating centers.
This will include the following duties:
  • Assist in the development and implementation of approaches to increase and leverage the network of WHO CCs and to ensure that they are actively involved in delivering the WHO European Programme of Work (EPW),2020-2025, specifically with a lens of country impact Provide support to WHO Divisions and Country Offices on the development and implementation of their divisional plans and technical networks, and on rules, policies and practices related to the management of EAP & amp;C.
  • Liaise with relevant technical staff and WHO CC experts to create and maintain a list of networks which have been created to support EPW implementation and to identify geographical and technical needs.
  • Support WHO CC designation and re-designation processes and serve as a technical resource concerning WHO CCs, responding to inquiries and providing detailed and technical information.
  • Review draft proposals of WHO CCs to ensure compliance with corporate rules, policies and practices and provide input to WHO departments on rules, policies and practices related to IPR, corporate branding and conflict of interest.
  • Facilitate the technical review of WHO CC workplans and reports.
  • Provide training activities and assist in managing the capacity building on knowledge related to the WHO CC rules, policies and procedures for WHO staff and WHO CCs and develop support training materials.
  • Develop a WHO Collaborating Center platform, and support the piloting, implementation and maintenance of the platform among WHO Collaborating Centers.
  • Prepare concept notes, reports, briefing notes, speeches and communication material related to WHO Collaborating Centers and their technical work for distribution for internal and external use and for senior management.
  • Support the organization and preparation of coordination meetings, events and briefing sessions with WHO Collaborating Centers, including the preparation of background material.
  • Maintain efficient coordination and effective communication within the organization and with external stakeholders in the coordination and management of the WHO CC network and in identifying opportunities for capacity building of new and existing WHO CCs Manage the WHO CC website in liaison with CPA and RDD communication staff.
  • Conduct data analyses, web analytics, and collect user feedback on stakeholders’ experiences of the WHO CC network and propose revisions and upgrades based on this intelligence.
  • Perform other duties related to WHO Collaborating Centers and the work of the PAC team as requested.
Required Qualifications:
Education:
Essential:
  • University degree (Bachelor’s level) in social sciences, public health, business administration, international relations, law, communications, or related field of study.
Experience
Essential:
  • At least 2 years of professional experience coordinating activities in the areas of strategic partnerships. Demonstrated experience of preparing coordination meetings and preparation of background documentation.
Skills:
  • Demonstrated knowledge of WHO’s mandate Demonstrated organizational and project planning skills
  •  Excellent communication and interpersonal skills with the capacity to work with high-level stakeholders with discretion and tact in a politically sensitive environment.
  • Excellent drafting skills (concept notes, briefing notes, strategic documents and correspondence with experts inside and outside WHO).Ability to identify and manage one’s own emotions, as well as helping others to do the same.
  • Demonstrated skills in MS Office (Word, Excel, Outlook, PowerPoint). Demonstrated knowledge of Microsoft Teams, Zoom and other interactive professional platforms.
