Organizational Setting and Reporting Relationship
The position of Senior Digital Technology Specialist (Financial Technology Services) is assigned to the Finance Sector Office (SG-FIN) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines.

You will report to Senior Director, Finance, SG-FIN and may oversee National Staff and Administrative Staff.

Your Role
As a Senior Digital Technology Specialist (Financial Technology Services), you will promote financial inclusion, access to finance, and finance sector development by leveraging digital financial technology. The incumbent will deliver digital transformation initiatives while providing policy and strategic advice and building capacity for stakeholders. This can include support for financial institution transformation; develop programs for SME access to finance; policy advice and/or project implementation of related topics to digital finance, digital infrastructure (cloud computing, distributed ledger technology, artificial intelligence, etc.), risk management, and related areas.

You will:
• Support with (i) research and identification of projects where digital financial technology services can be integrated to expand access to finance and promote financial and social inclusion; (ii) assess suitable technologies and systems to enable introduction of digital financial technology services; (iii) design, implement and monitor projects/programs/technical assistance/pilot projects that integrate digital financial technology services;
• Develop and deliver capacity building programs and knowledge products to enhance skills on digital financial technologies within ADB and for stakeholders of developing member countries;
• Represent ADB at speaking engagements and contribute to the preparation of briefing notes, speeches and other documentation as required to support management participation in regional and global platforms related to digital financial technology services;
• Prepare accurate and timely reporting on digital finance projects and activities that enable informed decision making and consistency of information presented to stakeholders.
• Support policy dialogue on the establishment of financing frameworks and related policies to promote adoption of global best practices in the area of digital financial technology services; Provide strategic advisory services to relevant stakeholders on digital finance and transformation.
• Contribute to sovereign or non-sovereign client engagement initiatives, and develop partnerships with key actors in relevant government ministries or private sector entities to promote digital transformation interventions for developing member countries in the region.
• Collaborate and contribute within the Finance Sector Office, other sector and thematic groups, as well as with operational and other departments in the area of digital financial technology services;

Qualifications

You will need:
● Master’s degree in information technology, finance, business administration, or relevant fields. A university degree in related fields combined with at least 5 years additional relevant professional experience in digital banking, fintech services, consulting in the finance sector can be considered.
● At least 10 years of professional experience in digital financial technologies, encompassing digital banking and payments, decentralized applications, distributed ledger technology, artificial intelligence, digital assets, cloud computing, regulatory compliance, and risk management. Background in digital finance product development and management is desirable.
● Demonstrable experience on working in emerging market development issues, delivering high value and complex digital transformation projects in the finance sector in a matrix capacity, and working with technology and management solution vendors and partners.
● Strong project management skills, with the ability to oversee multifaceted projects from conception to completion, and experience in providing strategic advisory services in complex and dynamic environments.
● Excellent written and verbal communication skills in English.
● Diversified international experience working in the development sector/institutions in several countries.

Additional Information
This is a fixed term appointment with option to renew for an initial period of (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
