The USAID-funded Famine Early Warning Systems (FEWS NET) Strategic Planning and Activity Design (SPADe) Support project, a global activity implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for the Food Security and Livelihoods Advisor (FSLA) position.

Position Description: Running for 30 months from October 2023 to March 2026, the Famine Early Warning Systems Network (FEWS NET) Strategic Planning and Activity Design (SPADe) Support project supports USAID’s Bureau for Humanitarian Assistance (BHA) in its mission to strengthen humanitarian response planning and activity design for rapid onset and protracted multi-year emergencies and non-emergency activities focused on recovery, risk reduction, and resilience programming and disaster risk reduction activities. For specific Work Assignments, the Food Security and Livelihoods Advisor will serve as a subject matter expert and Work Assignment Team Lead, alongside other SPADe technical and management colleagues. The FSLA will lead Work Assignments or tasks focused on food security, livelihoods, and related issues. The FSLA will manage data collection teams, where appropriate, to complete Work Assignments, especially regarding Resilience Food Security Activity (RFSA) design and analysis. The FSLA reports to the SPADe Chief of Party. This position can be fully remote from a continental US-based location or hybrid/remote within a commutable distance to either one of our office locations in Burlington, VT or Arlington, VA. This is a full-time position, through 7 April 2026.

Responsibilities:

* Guide the technical team in applying food security frameworks and analytical processes.

* Support the COP (Chief of Party) and other SPADe team members in completing Work Assignment responses and provide technical leadership on Work Assignment responses related to the design of RFSA and similar food security and livelihoods activities.

* Serve as Work Assignment Team Lead, deputy, or in another technical support role to inform the design of RFSA or similar food security and livelihoods interventions.

* Supervise and provide technical assistance and mentorship to field-based teams completing Work Assignments.

* Support STTA consultants completing Work Assignments as needed.

* Provide quality control of deliverables prior to submission, assuring thematic and analytical consistency, particularly when deliverables are produced by STTA consultants and/or subcontractors.

* In collaboration with other SPADe team members, collect, assess, and utilize qualitative and quantitative data and research to inform USAID/Bureau for Humanitarian Assistance (BHA) activity designs as part of a Work Assignment.

* Work with the SPADe team members to develop tools to support food security and livelihoods data collection and analyses, and to disseminate findings to various audiences, including briefings and presentations to USAID and local stakeholders.

* Draft and review reports and deliver presentations and advisory services on the findings of food security and livelihoods analyses.

* Support other SPADe technical activities, as necessary.

Minimum Qualification Requirements:

* Master’s degree in agriculture, economics, anthropology, agricultural economics, geography, or a related field and minimum of 10 years of progressively responsible international work experience, OR bachelor’s degree and 15 years of relevant experience.

* One or more years of relevant experience in a developing country is desired (service in a volunteer program is considered relevant).

* Experience working with and interpreting qualitative and quantitative data.

* Familiarity with qualitative and quantitative research methodologies and food security and/or livelihoods analysis models, nutrition, disaster risk assessment, social protection, and market systems.

* Experience supporting and/or implementing food security and/or livelihood-related projects or programs in a developing country setting.

* Demonstrated field experience using qualitative and quantitative methods to assess food security and/or nutrition conditions.

* Demonstrated experience in a supervisory role.

* Strong technical writing and verbal communication skills in English required; additional proficiency in Arabic, French, Spanish, or Portuguese is preferred.

* Ability, and willingness, to travel internationally at least 30% of the time.

* Current U.S. work authorization is required at the time of application.
