Lawrence Berkeley National Lab’s (LBNL ) Office of the Chief Financial Officer Division has an opening for a Finance Lead to join the team.
In this exciting role, you will report to the Indirect Budget Manager as the Budget Office Indirect Group Lead Financial Analyst. This role is primarily responsible for leadership and execution of recurring and ad-hoc activities for DOE, Laboratory management and our Division partners. The subjects handled by this position are complex and non-standard, requiring detailed and accurate analyses in a multi-tasking environment usually with a quick turnaround. You are expected to exercise independent judgment and apply advanced knowledge on the following:

  • Business analysis, process management, reporting and troubleshooting in support of a broad range of financial requirements.
  • Research, interpretation and implementation of DOE financial policies/procedures on a regular and ad-hoc basis including development and presentation of guidance to Area/Divisional analysts and Laboratory management.
  • Leadership/support of various long term and/or ad hoc process improvement initiatives, ensuring collaboration with stakeholders and customers.
  • Synthesizing and consolidating financial information to help inform decision making.
  • The Finance Lead will provide functional oversight/training of employees to ensure Lab, Department and Unit objectives are in alignment and achieved. Additionally, the lead will partner with stakeholders (OCFO, Lab Leadership, Area/Divisions, DOE, BSG, etc.) to prevent and resolve complex issues, and potentially supervise a subset of the Indirect Group staff, while acting as a functional lead for others.

What You Will Do:

  • Rate forecasting and management including the development of effective rate models.
  • Development of financial recommendations and presentations for senior management.
  • Review and development of cost accounting change proposals and disclosure statement updates that meet the requirements of Cost Accounting Standards and the Federal Acquisition Regulations.
  • Research, analysis and development of funding determination and cost allowability proposals.
  • Understanding, interpretation and application of knowledge of Laboratory, DOE, Sponsor policies and State and Federal regulations to resolve operational questions and issues and make recommendations to OCFO and Senior Lab management.
  • Maintenance of Laboratory databases and financial systems to assure data integrity and reporting consistency.
  • Working independently or directing the work of more junior analysts on special projects ranging from long-range forecasts to data mining historical trends.
  • Research, interpretation and recommendations on the impacts of changing requirements or policies.
  • Serving on and leading cross functional teams to solve complex financial operational problems, or design process and system improvements in alignment with appropriate regulatory requirements.
  • Preparation of standard monthly, quarterly, annual reports for internal customers, as well as UC and DOE stakeholders on a timely basis.
  • Oversight and quality assurance of reports generated by other members of the team.
  • Perform all necessary analysis and follow-up on budget and rate management issues, working with staff in other OCFO departments to support correction of accounting and allocation procedures.

Additional Responsibilities as needed:

  • Various minor ad hoc analysis and reporting requests, support of year-end processes, backup role for other Budget Office staff as needed, support procedure documentation and policy development.
  • Active participation in various departmental meetings and contributing as an effective team member to support a variety of departmental and operational initiatives and other general Budget Office activities as required.
  • Divisional Support – Regularly provide guidance and discuss/consult/review on matters of funding, cost performance, Lab policy and procedures.

What is Required:

  • Bachelor’s degree in Business, Accounting, Economics or equivalent experience, and 10 years of financial experience in a multidivisional organization.
  • Advanced Excel, database query & business modeling skills.
  • Strong knowledge of accounting and budgeting principles including GAAP, the Federal Acquisition Regulations, and Cost Accounting Standards and demonstrated experience applying those theories and concepts to data analysis and decision support.
  • Demonstrated experience in extracting data and performing modeling related to complex rate structures, and conducting impact assessments of accounting changes.
  • Ability to independently perform complex financial analysis in an accurate and timely manner.
  • Experienced in creating effective metrics, dashboards, reports, recommendations and presentations including ability to produce executive summaries.
  • Demonstrated experience working with Senior Management teams, and exercising judgment and discretion in problem resolution and preparing and delivering complex financial messaging to senior management and non-financial managers.
  • Ability to communicate effectively and interact with a broad range of customers at different levels.
  • Possess organizational skills and the ability to multitask.
  • Clear and concise written and verbal communication skills.

Desired Qualifications:

  • Master’s of Business Administration (MBA), Master’s of Public Administration (MPA); Certified Public Accountant (CPA).
  • Experience with Cost Accounting Standards (CAS).
  • Experience in a federal contractor or university environment.
  • Working knowledge of Peoplesoft and COGNOS Business Intelligence financial applications.
  • Advanced skill in Excel.
  • Expertise with financial data and systems and translation of data to decision-level reporting.

Notes:

  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
  • Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group. The budgeted annual salary range is $150,960 – $184,512.
