The objective of the consultancy assignment is to support the timely and quality delivery of the ECA/SRO WA Office’s work programme.

Duties and Responsibilities
This consultancy assignment is located in the Subregional Office of the United Nations Economic Commission for Africa (ECA) in Niamey, Niger. Under the direct supervision of the Director of SRO WA, the international consultant will assume the following responsibilities: – Collect data and information for macroeconomic modelling and analysis on West African countries’ inclusive growth and transformative sustainable development – Prepare country profiles – Contribute to the Office Support to the implementation of the regional program on Budgeting Sensitive to Demographic Dividend (BSDD) – Support to the deployment of the Integrated Planning and Reporting Toolkit (IPRT) in West Africa (Ghana, Cabo Verde, and The Gambia) – Support to the formulation and evaluation of Country Strategic documents / long term Vision such as National Development Plans (NPD) for Guinea and The Gambia – Contribute to the Office Support to WA member States to establish a regional monitoring and reporting framework on the implementation of the AU roadmap on harnessing the demographic dividend – Contribute to prepare presentations and speeches as requested by the Director – Perform other tasks as might be requested by the Director Specific deliverables of the consultancy assignment are as follows: – Data and information for macroeconomic modelling collected and analyzed – Country profiles’ reports produced – Technical support to the implementation of the BSDD regional program provided – Technical support provided to the deployment of the IPRT tool in Cabo Verde, Ghana, and The Gambia – Countries’ strategic documents/long term vision such NDPs and evaluation frameworks developed (Guinea and The Gambia) with the Consultant’s technical support – Technical support provided on the development of a monitoring and reporting framework on the implementation of the AU roadmap on demographic dividend
Qualifications/special skills
The consultant should possess a Master’s degree or above in economics, statistics, international development, or any other relevant subject. Experience: He/she should have a minimum of 5 years working experience on economic research and analysis, policy formulation, project management and evaluation. Knowledge in the application of economic principles in development programmes or related area is required. Experience in statistics and planning tools, support in country/ regional organization long term strategic planning, production of Country and Subregional profiles is required. Working experience with an international organization is desirable. Extensive knowledge of policymaking in west Africa is an advantage.
Languages
English and French are the working languages of the UN Secretariat. For this consultancy, fluency in English or French is required. Knowledge of another UN language is desirable United Nations
