The Associate Protection Officer will be placed in the field and will work in close coordination with the protection and resettlement teams. The Associate Protection Officer will be required to identify cases for possible resettlement consideration based on the strategy put in place by the Protection team in the field and the Resettlement team in Kampala. S/he will also be required to review the pre-screening assessments completed by trained  colleagues and  conduct some assessments.

Terms of Reference:

  • Review all the pre-screening forms and cross-check the provided information with the
  • existing information included in the physical files at UNHCR and in the refugee database proGres v4.
  • Coach/train staff on conducting pre-screening assessments in order to ensure consistent
  • case identification processes.
  • Refer cases to relevant UNHCR units for follow ups as necessary    (Child Protection,
  • Registration, etc.)
  • Ensure compliance with fraud mitigation and Protection SOPs.
  • Coordinate all pre-screening referrals in the southwest region and ensure that pre-agreed
  • quota of referrals are met.
  • Create cases for non-eligible and hold cases as per the RST SOPs.
  • Report on progress against the set targets monthly.
  • Where   necessary,   conduct   protection   and   pre-screening   interviews   and   draft
  • protection/pre-screening referral forms.
  • Monitoring and Progress Controls

  • The incumbent will be required to review a minimum of 60 cases per week for pre-screeners across the southwest.

Qualifications and Experience

Education (Level and area of required and/or preferred education):

  • 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate in the following fields: Law, International Law, Political Sciences or other relevant field.

Work Experience:

  • (Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)
  • The candidate should have excellent interview and counselling skills, in addition to strong drafting and analytical skills. Knowledge of resettlement criteria and/or experience in case identification  would  be  strongly  desirable. The candidate should  have proven experience conducting assessments and identifying protection risks of individuals and groups.
  • The candidate will need to have demonstrated experience dealing with integrity issues both for individual cases and in the referral process at large.
  • The candidate will need good experience working with the proGres V4 refugee database, the different modules in proGres V4 and recording specific needs. The candidate will need to be able to work under pressure and have a high level of accountability.
