The Global Green Growth Institute (GGGI) is seeking the services of a qualified and experienced consultant to undertake the development of a local adaptation guideline for coastal resilience for the local government. This consultancy aims to enhance the capacity of local authorities in effectively planning, implementing, and monitoring coastal resilience initiatives. The consultant will be responsible for integrating indicators relevant to low emissions and National Adaptation Plans (NAP) into the guidelines, conducting trainings, and supporting the development of local-level investment plans in coastal communities.
Reporting to the Project Manager, the Local Development Expert will be tasked with leading the implementation of the following key deliverables and activities:
  • Take the lead in identifying and assessing adaptation and low-emission indicators applicable at the local level.
  • Translate technical guidance into simplified language suitable for use at the local level.
  • Lead the training of local authorities, including preparation and follow-up, in twelve sub-national/local authorities identified as at risk and in need of adaptation measures.
  • Translate technical elements of local adaptation plans, conducting focused group discussions with local stakeholders to both inform the action plan and ensure buy-in.
  • Lead the development of training materials and conduct training for two coastal authorities to facilitate investment.
  • Lead communication and engagement with local stakeholders, conducting focus group consultations to develop investment plans in two (2) towns. Additionally, provide training on investment plans in 10 additional towns.
Qualifications And Experience:
The individual consultant is expected to posses the following qualifications and experience:
  • Master’s degree in communications, Environmental Science, Climate Change, Development Studies, or a related field.
  • Minimum of 7 years of relevant experience in communications for development, with a focus on climate change projects.
  • Proven track record in developing strategies, action plans, and development plans related to climate change resilience and adaptation.
  • Prior experience in working on projects related to coastal resilience, nature-based solutions, climate-smart agriculture, infrastructure, and energy.
  • Expertise in translating technical information into simplified language suitable for various stakeholders.
  • Familiarity with Fiji’s Low Emissions Development Strategy and National Adaptation Plan (NAP)
  • Demonstrated ability to work both independently and in a team, while being able to lead and manage projects, including planning, implementation, and monitoring.
  • Experience in conducting capacity-building workshops for diverse stakeholders, including local authorities and community collectives.
  • Proficient in developing training materials on topics relevant to climate change adaptation and investment.
  • Strong interpersonal and communication skills with the ability to engage effectively with diverse stakeholders, including local communities, government bodies, and private sector entities
  • Fluent in English and local Fijian language, both written and spoken.
