Background:

Sahara Economic Development Organization (SEDO) is an Iraqi National NGO, it’s established in November 2007 as an independent NGO with its main office in Tikrit city. It focuses on developing the economic sector by providing business management training courses and counseling services to entrepreneurs and potential investors to enable them to efficiently contribute to the local economy. SEDO is considered among the most effective and qualified organizations in Iraq. It has conducted economic studies on the business environment in Iraq, identifying business opportunities and market niches for potential investors in Iraq. SEDO started humanitarian intervention in Iraq to respond to the urgent need for our beneficiaries, it’s works in WASH, Livelihood, protection, Food security, and Education sectors.

 

ROLE PURPOSE:

The MEAL Officer will be a leader for the Monitoring, Evaluation, Accountability, and Learning (MEAL) team, supporting the implementation of the overall Iraq MEAL Strategy. They will assist the MEAL assistants and project teams with activities, including data collection, database management and analysis, implementing post-distribution monitoring as well as being the focal point for PDM and accountability to target communities. The MEAL Officer will support all efforts to promote a high level of beneficiary accountability and will manage the feedback mechanism. The MEAL Officer will work closely with the SEDO management team and project managers to support data entry and management as needed. They will generally support the MEAL teams and program team to ensure learning and accountability systems are working effectively in our emergency response.

 

 

Qualifications & Preferred Skills

  • At least have a diploma degree.
  • Minimum 1 year of experience relevant in the field of monitoring and evaluation
  • Fluent in Arabic and English
  • Excellent knowledge of and practical experience with MS Office, especially with Excel (Excel Experience in coaching or training on data entry or data collection in particular is an advantage.
  • Excellent communication and interpersonal skills
  • Ability to travel frequently and under the particular travel requirements of the assignment
  • Good understanding of humanitarian principles and humanitarian processes, in particular humanitarian standards for assessments, monitoring, and accountability.
  •  Ability to work under pressure.
  •  Leadership skills and ability to coordinate well and direct people.
  •  Able to work both independently and in a hard environment.
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations.

 

Responsibilities:

Duties & Responsibilities:

Objective 1. Setting up the system
  • Assist in the revision of the project logframe, particularly in the areas of performance indicators and their measurement,
  • Assist in the development and/or finalization of the project Work Plan and keep it updated by project activities and timeframes as relevant,
  • Develop the overall framework, for project MEAL, for example, mid-term project review, impact assessment, final evaluation, develop project MEAL Plan with relevant data collection systems,
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation,
  • Develop baseline data for each project component and all project indicators,
  • Develop a plan for project-related capacity-building on MEAL and for any computer-based support that may be required.
Objective 2. Data Management and Analysis
  • Keep abreast of developments in project changes and progress to advise and recommend tools and strategies to increase program performances and results,
  • Suggest ways to facilitate data collection and the flow of data within the organization.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the Program Managers.
  • Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
  • Support and participate in program and project evaluations.
Objective 3. Implementation MEAL and coordination
  • Collect data regularly to measure achievement against the performance indicators,
  • Maintain and administer the M&E database; analyze and aggregate findings,
  • Project MEAL report submission,
  • Baseline and End line reports submission,
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using MEAL findings,
  • Lead the Needs Assessments, researches, strategy objectives monitoring,
  • Assist with data gathering and compilation for the Public Relations Department,
  • Feedback Mechanism managing and reporting in coordination with the Program manager/Operation Director.
Objective 4. Communication
  • Produce reports on MEAL findings and prepare presentations based on MEAL data as required,
  • Provide the Programme unit with management information he/she may require,
  • Check that monitoring data are discussed in appropriate forums and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap,
  • Perform other duties as may be assigned by the Operation Director
