CONTEXT
MSF OCB (Operational Centre of Brussels) ICT unit delivers ICT services to MSF teams (+/- 6000 users) in approximately 40 countries of intervention around the world as well as to +/- 500 users at the Brussels Headquarters. In a rapidly evolving digital landscape, the OCB ICT unit is a field-centric and people-inspired team, and our vision is to “digitally empower MSF to improve our humanitarian and medical impact”. The unit aims to provide and support MSF with a “fit-for-purpose, reliable and secure digital ecosystem that is responsive to MSF operational and organisational needs”. This approach enables new and more effective ways of working; it enhances transversal collaboration between functional departments, supports exploration and innovation.
As the ICT Projects & Portfolio Manager, you manage the overall ICT portfolio and related projects as well as initiatives assigned to you. You also manage a pool of ICT Project Managers within the ICT Unit and report directly to the Head of ICT.
You coordinate the ICT Portfolio Committee meetings, (this committee consists of a multifunctional team with Domain Champions from the different departments, ICT Partners and ICT Resource managers who manage the ICT Portfolio review periodically), to establish a strong partnership with key internal stakeholders.
You manage the processes to prioritise the demand for new ICT projects and/or initiatives, aligning ICT capacity and resource availability with the demand.
MAIN RESPONSIBILITIES
ICT Portfolio Management
- Manage the process to define the ICT Portfolio and to prioritise ICT demand across departments
- Align the ICT demand with the available ICT capacity and resource to deliver the initiatives and projects within the ICT Portfolio
- Facilitate the ICT Portfolio Committee meetings
- Develop the overall master plan of ICT Initiatives and Projects to deliver the ICT portfolio, identifying and managing dependencies in partnership with the different Project Managers
- Identify ICT Portfolio risks and relevant mitigation plans in partnership with the different project teams and engage proactively with internal and external stakeholders accordingly
- Provide updates on the overall ICT Portfolio to various internal stakeholders
- Identify synergies and opportunities within the ICT Portfolio and other OCB projects and activities
- Contribute to the development and implementation of the MSF OCB ICT Strategy
- Participate in the OCB Project Portfolio Committee and proactively work to enhance the maturity of OCB Project and Portfolio management practices
- Develop, improve, and advocate best practices for managing the ICT Project Portfolio. Additionally, define and take ownership of the tools required to manage ICT demand, resources capacity and the overall ICT Portfolio
- Partner with the other ICT Team leaders as an active member the ICT Leadership team in MSF OCB
ICT Project Management
- Manage a pool of ICT Project Managers (currently 2 people, one based in Brussels and the other in Nairobi).
- Assume personal leadership to oversee critical projects from the planning stage through execution
- Collaborate with your team to define project scope and objectives, engaging all relevant internal stakeholders, and ensuring technical feasibility based on recommendations from IT experts
Expériences / Formation
REQUIREMENTS
Education & Experience
- Master’s degree in business administration, Computer Science, Information System Management, Engineering, related fields, or equivalent by demonstrated experience
- Prince II, PMP, SCRUM Master, SAFe certificates are assets
- At least 5 years of ICT project management experience in the role of IT project manager
- At least 2 years of ICT portfolio management experience in the role of IT portfolio manager
- Experience in the management of ICT projects/programs and portfolios, with the capability to develop dashboards, reports and presentations for diverse audiences
- Experience in ICT resources/capacity planning as well as drafting and maintaining a Master Plan for the portfolio’s set of projects
- Experience in identifying and/or assessing risks and developing relevant mitigation plans together with the relevant Team Leaders
- Experience in Project Portfolio Management tool, Microsoft Project, Power BI and similar tools is a plus
- Experience in driving Business Analysis/ Process Transformation is a plus
- Experience with MSF or other NGOs in similar contexts is an asset
Competencies
- Proficiency in project portfolio management tools and methodologies
- Very good analytical skills to assess the ICT portfolio and resources required to achieve the desired results
- Very good Customer Relationship Management capability, which involves Internal Clients and Stakeholders management, often in geographically challenging areas
- Ability to capture and prioritise business needs and to define an implementation roadmap
- Proficiency in financial acumen, which involves developing, tracking, and reporting on project budgets
- Highly literate in Microsoft 365 tools: PowerPoint, Excel, SharePoint, Teams
- Good knowledge of data protection issues is an asset
- Excellent interpersonal, communication and negotiation skills
- Demonstrated ability to establish and maintain effective relationships with key stakeholders in a complex matrix organisation
- Ability to mentor junior team members and advocate with peers
- Flexible, pro-active, well-structured, quality- and client-oriented
- Resilient, with excellent time management, multi-tasking- and prioritization skills
- Excellent administrative and organizational skills with an eye for detail
- Well-developed multi-cultural awareness
- Motivation to work in the humanitarian sector, and more particularly with MSF
Languages
- Fluency in English (oral and written) mandatory
- Fluency in French and/or Dutch is an asset
Salaire
CONDITIONS

- Contract type: Open-ended contract – Full-time – maximum 50% of homeworking per week
