Description of the Assignment: National consultant on capacity building of the staff of the Ministry of economic development and trade and local authorities of target districts on local planning and monitoring.

Period of assignment/services: 100 days within June – December 2024

Contract type: Individual Contract

The main objective of the terms of reference is to enhance the knowledge and skills of key authorities involved in development processes, which will enable them to:

a. Strengthen the capacity of responsible MEDT staff (Department for territorial development and monitoring of national programms) and working group members at the local level responsible for strategic planning, monitoring and reporting and its implementation.

b. Foster understanding and application of cluster economy principles for local economic development.

c. Enhance knowledge and proficiency in the development and reporting on implementation of District Development Programms (DDP).

d. Provide guidance on effective resource mobilization and investment promotion strategies at the local level.

 

Proposal should be submitted directly in the portal no later than indicated deadline.

Описание задания: Национальный консультант по повышению потенциала сотрудников Министерства экономического развития и торговли и местных органов власти целевых районов по вопросам местного планирования и мониторинга.

Основная цель технического задания заключается в повышении знаний и навыков ключевых органов, участвующих в процессах развития, что позволит им:

а. Укрепить потенциал ответственных сотрудников МЭРТ (Департамент территориального развития и мониторинга национальных программ) и членов рабочих групп на местном уровне, ответственных за стратегическое планирование, мониторинг и отчетность, а также ее реализацию.

б. Способствовать пониманию и применению принципов кластерной экономики для местного экономического развития.

в. Повысить знания и навыки в разработке и отчетности о реализации программ развития округов (ПРР).

д. Предоставление рекомендаций по эффективной мобилизации ресурсов и стратегиям поощрения инвестиций на местном уровне.
