PROJECT DESCRIPTION

TSA has been applied in countries in Central and South America, the Caribbean, Central and Southeast Asia, and Africa. Kazakhstan is a priority country in Central Asia for applying TSA approach. Within the framework of the Project, the TSA approach was applied to the national forest management system between August 2019 and December 2020. The TSA recommended strategic solutions for advancing sustainable forestry development in Kazakhstan. International experts from the Wolfs Company (the Netherlands) and the Vrije University Amsterdam collaborated with national experts during this process. The TSA analyzed two scenarios of forest management: the first is the business as usual (BAU), which characterizes the continuation of current management practices, and the second is the sustainable management scenario (SEM), which includes investments in improving forest management, reducing threats and increasing forest area. TSA provided an analysis of the environmental, socio-economic, and financial benefits associated with achieving the goal of increasing Kazakhstan’s forest cover from 4.7% to 5% by 2030. The recommendations of the TSA were presented and approved at the level of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, as well as the Forestry and Wildlife Committee.

To mainstream the TSA approach into long-term development planning in Kazakhstan, it is necessary to develop specific guidelines for using TSA tools at provincial/local levels and strengthen the national capacity to conduct economic and environmental assessment. To carry out this work, the Project will hire international and national experts (two economists and training module developer), as outlined in the framework of Component 2 and the Project’s Work Plan 2024.

В рамках проекта в период с августа 2019 года по декабрь 2020 года был проведен Анализ целевого сценария, ориентированный на национальную систему управления лесами. В этом анализе были рекомендованы стратегические решения для продвижения устойчивого развития лесного хозяйства в Казахстане. В ходе этого процесса международные эксперты из компании Wolfs (Нидерланды) и Амстердамского свободного университета сотрудничали с национальными экспертами для анализа двух сценариев управления лесным хозяйством: первый – обычный (СОР), характеризующий сохранение текущей практики управления, и второй – сценарий устойчивого управления (УУЭ), включающий инвестиции в улучшение управления лесами, снижение угроз и увеличение площади лесов. TSA предоставил анализ экологических, социально-экономических и финансовых выгод, связанных с достижением цели увеличения лесистости Казахстана с 4,7% до 5% к 2030 году. Рекомендации TSA были представлены и одобрены на уровне Министерства экологии и природных ресурсов РК, а также Комитета лесного хозяйства и животного мира.

Для включения подхода TSA в долгосрочное планирование развития в Казахстане имеется потребность в разработке руководства по использованию инструментов анализа целевых сценариев на областном/местном уровне и укрепление национального потенциала в проведении экономической и экологической оценок. Для выполнения этой работы Проект наймет международных и национальных экспертов (двух экономистов и разработчика учебного модуля), как это предусмотрено в рамках Компонента 2 и Плана работ на 2024 год.
