Description of the Assignment: National expert on social budget consolidation within the framework of the creation of a single operator in the social protection system

Period of assignment: approximately August – November 2024 (4 months) number of working days to be determined by the expert

Place of Work: Home-based

Contract type: Individual Contract 

Scope of work:

1) study, analysis, and description of the system of financing of the social protection system, inter-budgetary relations, formation of assets of the SSIF with development of proposals on consolidation of the social budget within the framework of the single operator to be created and analysis of consequences and risks;

2) carrying out calculations of the formation of assets of the single operator as a result of consolidation of the social budget and the economic effect of the creation of a single operator, consolidation of the social budget;

3) participation in the presentation of the work in the Ministry, working and consultation meetings, and working group meetings with the participation of stakeholders;

4) submission of the final results of the work taking into account the received comments, remarks, and additions.

ОБЪЕМ РАБОТЫ:

1) изучение, анализ и описание системы финансирования системы социальной защиты населения, межбюджетных отношений, формирования активов ГФСС с разработкой предложений по консолидации социального бюджета в рамках создаваемого единого оператора и анализа последствий, рисков;

2) проведение расчетов формирования активов единого оператора в результате консолидации социального бюджета и экономического эффекта от создания единого оператора, консолидации социального бюджета;

3) участие в презентации работы в Министерстве, рабочих и консультационных встречах, заседаниях рабочих групп с участием заинтересованных сторон;

4) предоставление финальных результатов работы с учетом полученных комментариев, замечаний, дополнений.

Предложение должно быть подано непосредственно на портале не позднее указанного срока.
