Introduction :

Программа развития ООН в Казахстане в рамках проекта ПРООН #01000119 «Содействие устойчивым сообществам для предотвращения насильственного экстремизма в Центральной Азии» объявляет конкурс для юридических лиц: Проведение исследования и выработки рекомендаций по вопросу занятости молодежи в Республике Казахстан, номер конкурса в системе Quantum UNDP–KAZ-00282.

Цель: Конечная цель настоящего Технического задания заключается в том, чтобы на основании изучения и анализа рынка труда (включая государственные и частные программы, нормативно–правовую базу в области занятости, услуги по трудоустройству, взаимосвязь образования с рынком труда) выработать конкретные рекомендации по совершенствованию политики в области занятости молодежи.

Задачи и объем работ: 

Потенциальный подрядчик (далее – Поставщик) должен будет представить аналитическую работу, включающую в том числе:

• анализ международного опыта в области занятости молодежи (учитывая страны с большим ростом численности молодежи и страны, столкнувшиеся с протестами молодежи и т.д.);
• анализ национальной системы занятости молодежи, учитывая:
• текущую ситуацию на рынке труда,
• нормативно-правовые акты в области занятости,
• государственные и частные программы занятости населения (включая анализ эффективности и т.д.)
• прогнозирование спроса на рабочую силу по отраслям и профессиям (включая трудовую миграцию и т.д.)
• разработка рекомендаций по совершенствованию системы занятости с учетом анализа международной и национальной практики;
• разработка предложений по занятости молодежи (включая виды, пути, новые механизмы и инструменты) в разрезе регионов (включая место проживания молодежи – города и села) Республики Казахстан,
• lетальный план внедрения предложений по занятости молодежи в Кызылординской и Мангистауской областях,
• разработка рекомендаций по проектам нормативных правовых актов (НПА);

The United Nations Development Programme in the Republic of Kazakhstan (UNDP) in the framework of the UNDP Project #01000119 “Promoting Resilient Communities to Prevent Violent Extremism in Central Asia (PVE Phase II)”, is announcing a competitive bidding: Conducting research and developing recommendations on youth employment in the Republic of Kazakhstan,  Quantum case ID UNDP–KAZ-00282

The main objective is, based on the study and analysis of the labor market (including public and private programs, the regulatory framework in the field of employment, employment services, and the relationship between education and the labor market), to develop specific recommendations for improving policies in the field of youth employment.

Scope of work

The potential Contractor (hereinafter referred to as – the Supplier) will be required to submit analytical work, including but not limited to:

• analysis of international experience in the field of youth employment (taking into account countries with a large increase in the number of youth and countries faced with youth protests, etc.);
• of the national youth employment system, taking into account:
• the current situation on the labor market,
• regulations in the field of employment,
• public and private employment programs (including efficiency analysis, etc.)
• forecasting labor demand by industry and profession (including labor migration, etc.)
• development of recommendations for improving the employment system, taking into account the analysis of international and national practice;
• development of proposals for youth employment in the context of regions of the Republic of Kazakhstan (including the place of residence of youth – cities and villages), and
• development of recommendations on draft regulatory legal acts;
