Background

In Iraq, discrimination against women is heavily impeding their opportunities for social and political participation as well as their access to education, health care, employment, and affecting their economic status and their financial independency. important part of the suggested solutions is Women   Economic empowerment (WEE) and Women, Peace and Security (WPS).

This discrimination is based on the patriarchal structure of society, gender stereotypes, and unequal power relations. Violence against women and girls (VAWG) is the most extreme expression of gender inequality and, at the same time, reinforces it by posing a fundamental barrier to the equal participation of women. The Iraqi Government adopted a range of national policies and plans to strengthen women’s participation that are still lacking effective and systematic implementation.

TAJDID Iraq, in partnership with UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. We are focusing on four main strategic goals including Women Political Participation (WPP), humanitarian response and development, Women Economic empowerment (WEE) and Women, Peace and Security (WPS).

On the Women, Peace, and Security front, in 2014, Iraq was the first country in the MENA region to develop a National Action Plan (NAP) on UNSCR 1325. However, the first INAP on 1325 faced a set of challenges, such as the political, economic and insecurity conditions prevailing in Iraq and the weakness in the funds allocation in Iraq’s official budget that is responsive to women’s specific needs in the field of her protection and empowerment, along with a clear M&E framework and coordination mechanisms in place. Considering these challenges and gaps, UN Women supported the development of the 2nd Iraqi National Action Plan (INAP II) for the implementation of UNSCR 1325. The INAP II, which is scheduled to run from 2021-2024, is structured across three strategic pillars: Participation, Protection, and Prevention, and integrates key lessons learned from INAP I. UN Women seeks to continue providing technical support in the implementation of INAP II (2021-2024) in Iraq to ensure that the needs and priorities of women and girls affected by conflict are met and addressed. UN Women also seeks to enhance the knowledge and skills of women leaders and gender champions to participate in the implementation of the INAP II meaningfully. Within this context, UN Women is currently implementing various projects to support government and civil society actors in enhancing their capacities to contribute meaningfully to supporting the advancement of the WPP and WPS agenda. –

Based on this background, TAJDID Iraq wishes to engage international consultant to identify viable economic opportunities to strengthen the economic empowerment of Women, especially Survivors of violence, as a part of the sectoral plan of the Iraqi Ministry of Planning to implement INAPII. The suggested activity is to map and overlook on the status of survivors from an economic perspective. The mapping exercise should inform the viability of the current economic, capacity building opportunities, assessment of the opportunities and challenges, and the tools to support women to enter the labor market.

Duties and Responsibilities

  • Develop and present an inception report demonstrating a clear understanding of the TORs, with details on the methodology and timeline for completing the assignment. The expected entities that might participate in the assessment are MoP, MoY, MOLSA, universities, Iraqi women council, banks, UN agencies, and women activists.
  • Conduct a literature review (both local and international) on evidence-informed strategies, structures, and mechanisms for effective economic activities to strengthen the economic empowerment of women, especially survivors of violence, and
  • Undertake mapping of viable economic activities to draw and recommend measures to strengthen economic empowerment of Women.
  • Draft a guidance for training of vulnerable women on the participation in these opportunities.  
  • Develop and present action plan that focuses on training modality and tools. and report on the mapping exercise.

Deliverables of the Assignment

  • Inception report should outline the consultant’s understanding of the project’s objectives and scope, detailed methodology, data sources, key stakeholders to be engaged, and a proposed timeline for all activities. It should also include any preliminary findings or hypotheses that the consultant intends to explore.
  • Draft report, clearly outlining opportunities and challenges for livelihood and business development, and suggested labor market entry for women especially those who are survivors of violence.
  • Develop a plan for training of vulnerable women on the participation in these opportunities.  
  • Disseminate a final report on mapping exercise.

 

Qualifications & Preferred Skills

Required Skills and Experience
1- Masters’ degree or equivalent in social or economic sciences or a related field is required.
2-  Minimum of 5 years’ experience in evidence-based program development and management
3-  Good knowledge in Policy, Strategy and operational planning, formulation and development
4-  Technical knowledge and experience in implementing programs focusing on gender equality and economic empowerment of women and girls, specifically for vulnerable groups, at both national and local levels are required.
5-  Experience in economic empowerment of women and girls’ strategies, with a specific focus on entrepreneurship and business skills.
6-  the consultant should follow the ethical guidelines set by UN and TAJDID in dealing with all the sensitive data related to survivors, doing no harm policy, and working with GBV survivors.
7-  Strong interpersonal skills and ability to work independently as well as part of a team.
