Under the direct supervision of the Deputy Resident Representative  and in close collaboration with colleagues in the Programme and Operation Sections of UNDP Indonesia, the  Gender and PSEAH Coordinator  is responsible for the promotion of gender equality and women’s empowerment, coordination of implementation of the gender strategy in UNDP Country Office (CO) level, supporting gender mainstreaming into programmes and projects, provision of substantive and technical input toward achieving full compliance with gender seal programme as well as coordination of Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) activities.

The promotion of gender equality and the empowerment of women is central to the mandate of UNDP and intrinsic to its development approach.  In line with the vision of the UNDP Strategic Plan 2022-2025, the mission is to contribute to the eradication of poverty and a significant reduction of gender inequalities by empowering women and promoting and protecting their rights.  Gender equality is a fundamental human right and it is also an essential foundation of a peaceful, prosperous and sustainable world.

UNDP Indonesia has committed to maintain Gold status in UNDP Gender Equality Seal Certification Round 2024. CO committed to maintain gender parity between 47%  – 53 % for all modalities, strengthening application of gender marker and GESI integration in projects development, implementation and reporting, continue exploring new opportunities for GEN3 initiatives in colleboration with UN WOMEN, especially in response to raising concerns over care work, GBV, women’s participation in politics and economy, and divers of social inclusion. And strengthening partnership or collaboration with Women’s Right Organizations (WROs) and Organization of People with Disabilities (OPDs). 

Protection from sexual exploitation, sexual abuse, and sexual harassment (PSEAH) is a collective, mandatory responsibility and those who report sexual misconduct or cooperate with audits and investigations must be protected from retaliation.  PSEAH is now included in the standardization of Indonesian Government’s gender-based violence (GBV) services (UPTD PPA) and at National Level (SAPA 129).

In order to achieve the above, UNDP-Indonesia is undertaking to adopt a two-pronged strategy to accomplish internal and external results towards: transforming the organizational culture, improving its gender balance and ensuring a healthy working environment without any form of discrimination or harassment; and creating a robust programming portfolio dedicated to women empowerment and gender equality while retaining the current cross-cutting approach.

In this regard, UNDP-Indonesia  intends to hire a senior-level Gender and PSEAH Coordinator  to advise and facilitate the achievement of the above corporate as well as programmatic objectives and results.

The Gender and PSEAH Coordinator will work closely with the Management Team (all CO Unit Heads), CO Gender Focal Team, and Programmes / Projects, as well as engage with all staff to identify specific issues / barriers, and potential champions to articulate a well-thought plan and support its implementation.  Also, the Gender and PSEAH Coordinator   will support the integration of gender aspects in programming to enhance the institutional effectiveness of gender mainstreaming and women empowerment.

 

Duties and Responsibilities

1. Lead and Coordinate the Gender Seal renewal process and launch of Gender Advisory Committee focusing on the achievement of the following results:

  • All required informations, evidences and documentations as listed in the Gender Seal Gold Certification Benchmarks are compiled and analysed.
  • Monitor and report on the implementation of the CO Gender Equality Strategy and action plan.
  • Facilitate the empowerment of all personnel to effectively integrate gender equality objectives into their operational and programming activities, particularly during Q3-Q4 2024.
  • Provision of advisory support  to communication team to ensure that CO website reflects organizational commitment to Gender Equality and Social Inclusion  to support the team achieve target of  at least 15% of social media posts related to gender equality by the end of 2024.
  • Actively participate in and contribute to gender seal’s knowledge networks and communities of practice.

2. Provide technical support, advice and management inputs to programme/project focusing on the achievement of the following results:

  • Monitor the assignment of gender markers to ensure at least 70% of the program expenditures directly contribute to gender equality results, as outlined in GEN2 and GEN3 indicators.
  • Identification of potential Gen 3 project, which include providing GESI inputs in the formulation of the Project Initiation Plan (PIP) to ensure that it encapsulates the essential elements required for successful project execution.
  • Collaboration with key stakeholders to gather insights and incorporate their feedback into the GEN 3 project identification and initiation processes .
  • Provision of advisory support in  Prodoc appraisal process ensures that all prodocs have substantive gender analysis and meets gender programming guidelines
  • Implementation of capacity building  in  Q2-Q4  2024  in connection including  brownbag session  disability inclusion in the workplace,  gender senstiave procurement, gender task force interactive learning,  development of GESI module and  sharing with implementing partners .

3. Lead and Coordinate PSEAH activities in the Country Office focusing on the achievement of the following results:

  • Ensuring implementation of Country Office PSEAH Action Plan for 2024
  • Organization of awareness raising sessions with UNDP personnel, Implementing Partners and beneficiaries to ensure they are informed of UNDP SH and SEA standards, policies and response mechanisms
  • In coordination with Management Performance and Oversight (MPO) unit, ensure that all projects and programmes are assessed for SH and SEA risks and, in case confirmed, they should be reflected in the relevant risk logs with mitigation actions.
  • Suppoort to communication team  in production of PSEAH  video production
  • In coordination with MPO unit, ensure that all implementing partners are assessed using the Partner Capacity Assessment Tool (PCAT) which now includes questions on SH and SEA.

 

Impact of Results

 

The successful completion of the final preparations for the Gender Seal, the provision of effective technical advisory support for gender mainstreaming and Gender Equality and Social Inclusion (GESI), and the proper implementation of PSEAH (Prevention of Sexual Exploitation, Abuse, and Harassment) activities according to the 2024 Action Plan.

Under the overall guidance and supervision of the Deputy Resident Representative  , the Gender and PSEAH Coordinator  will provide strategic direction and advice on gender across the work of the CO to ensure that gender equality and social inclusivity are effectively mainstreamed within all projects and operational areas in line with UNDP standards and the criteria outlined in the UNDP Gender Seal Certification criteria.

Bachelor’s Degree in Social Sciences, Gender or Women’s Studies or other relevant field with a minimum of 4 years of progressively responsible professional experience addressing the promotion of gender equality, inclusivity and women’s empowerment will be given due consideration in lieu  of  Master degree

 

Min. years of relevant work experience

  • Minimum 2 years of relevant experience (Master degree) or minimum 4 years of relevant experience (Bachelor degree) at the national or international level in providing advisory/technical support services, and managing and implementing initiatives/projects in the area of gender mainstreaming, social inclusivity, social protection, community livelihood or any other relevant in the areas of social development and  inclusivity and growth.
  • Minimum 2 years of working experience with the international organizations and/or government and/or private sector and/or research institution, think tank and/or civil society organization.
