The Global Center on Adaptation (GCA) is an international organization that works as a solutions broker to catalyse action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. The work of the GCA elevates the visibility and political importance of climate adaptation and facilitates solutions, such as smarter investments, new technologies and better planning to become more resilient to climate-related threats.
GCA’s Africa Adaptation Acceleration Programme (AAAP) is the largest single adaptation program in the world, working with the African Development Bank and international financing institutions to ensure that projects are resilient to climate risk. The AAAP galvanizes climate-resilient actions through a triple-win approach addressing the impacts of Covid-19, climate change, and the economy. The AAAP has four transformational and interconnected pillars: food security; infrastructure and nature-based solutions; youth entrepreneurship and adaptation jobs; adaptation finance. Since its launch in 2021, the AAAP has helped shape over $8.4 billion in investments that will build climate resilience for nearly 60 million vulnerable people in 35 countries and generate over 700,000 jobs. GCA and AAAP partners need to ensure that the assistance provided is in alignment with national priorities and remains efficient in terms of resources provided. To that effect, GCA and AAAP partners already supported the governments of Benin, Congo, Equatorial Guinea, Ethiopia, Kenya, Mozambique, Nigeria, Senegal and Tanzania with the development of national adaptation compacts.
ABOUT THE ROLE
We are seeking an experienced and dynamic professional to drive forward our initiatives in development and climate change adaptation, with a specific focus on supporting the advancement of our AAAP initiative and ensuring its alignment with national priorities through AAAP national investment analysis further to the AAAP Compacts, as well as the establishment of national AAAP windows and support to the mobilization of future phases of AAAP. The role will also provide support to GCA’s engagement in the International Monetary Fund Resilience and Sustainability Facility (RSF). This role is central to our mission of unlocking adaptation finance for Africa.
The position will be part of the Climate Finance team under the oversight of Director of Programs, undertaking a range of responsibilities, which includes:
Programme Support:
- Produce research, analysis and reports for the AAAP national investment analysis further to the AAAP Compacts, including reviewing of national climate vulnerabilities and national adaptation priorities; the mapping of financial flows and existing project activities; the analysis of the funding gap and identification of key investment priorities.
- Review, engage and oversee expert collaborators and external contractors’ contributions to the development of the AAAP national investment analysis, including by managing planning processes.
- Coordinate with national stakeholders to continually ensure the alignment of the analysis produced with national knowledge and priorities, including through exchanges with relevant stakeholders and the organization of formal and informal consultations.
- Synthetize findings of the AAAP national investment analysis and identify highlights for political messaging and dissemination to stakeholders including in the context of the IMF RSF.
- Input into the creation of advocacy and program outcomes documentation with the findings and key messages of the analysis conducted.
- Support the GCA and its partners to establish AAAP national financing windows including the development of different stages of documentation to support the creation and implementation of these windows as well as the engagement of relevant stakeholders.
- Identify and leverage strategic opportunities to scale up the AAAP initiative through partnerships with international financial institutions, in particular as regards the establishment of new business lines as well as the post-2025 framework for the AAAP.
- Contribute to the general implementation of the AAAP and to the GCA’s IMF RSF work by providing additional programmatic support to the activities, as required, including for drafting, coordinating, reviewing and finalizing policy advisory documentation of all kinds.
- Contribute to positioning GCA as a key solutions broker on adaptation finance in Africa.
- Provide inputs for linkage with the work of other programs of GCA and ensure strong links with the other teams within the GCA, helping to foster a collaborative working environment in which knowledge, information and best practices are shared and used for continuous improvement.
- Advise on climate adaptation national priorities and finance flows and identify gaps and opportunities for investments and strategies to address these, including in the context of the IMF RSF.
Events and Outreach
- Support global, regional, and national outreach activities of the AAAP, including:
- Organizing stakeholder consultations and outreach activities as part of the development of the AAAP national investment analysis
- Supporting the organization of outreach and consultation activities for the establishment of national AAAP windows
- Supporting the organization of events/consultations for the mobilization of future AAAP phases
