Within the last decades, Liberia has experienced three significant catastrophes that have left devastating impacts on the country’s health system, economy, and social structures. Despite significant progress in maternal and child health in recent years, the Liberia health system still faces challenges including high maternal mortality. Liberia also has some of the worst food security indicators in the world for a peaceful country with over 30% of children under 5 being chronically malnourished.
ACF has been present in Liberia since 1990 and has since became one of the main humanitarian and development actors in the country. ACF’s work in Liberia has evolved significantly over the years from emergency response to longer-term development, focusing on nutrition, health, mental health and psychosocial support (MHPSS) as well as food security and livelihoods (FSL), water sanitation and hygiene (WASH), and advocacy to address the underlying and root causes of nutrition insecurity.
ACF’s team (around 40 staff) implements integrated multi-sector projects to strengthen local capacities and systems, to ensure access to healthcare and to improve food security by strongly collaborating with local civil society and national NGOs as well as the Government of Liberia while also maintaining emergency response capacities. In 2024, ACF is launching a new three-year health system strengthening project in three counties, thus extending its geographic coverage.
Votre poste et vos responsabilités
Your main responsibilities are to lead the effective and efficient implementation of the country strategy of ACF in Liberia and oversee the overall management of the country team in line with ACF values, quality standards and processes in a context of increasing humanitarian needs and challenging operating environment.
And more specifically:
- You provide the overall leadership and strategic guidance of the Country Office, using a strategic partnership model.
- You oversee the programmatic development, ensure fundraising and implementation of the country strategy.
- You ensure that systems / procedures are in place and properly implemented.
- You ensure the proper management, well being and safety of ACF staff, and the proper use of ACF resources.
- You create a shared vision among all staff, promoting ACF Charter and ensuring an organizational culture where ACF core values are embedded, team work is encouraged and all staff feels valued;
- You are responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.
- You will be expected to analyse strategic funding opportunities for country programme based on ACF added value and expertise.
Votre profil
- You have a Bachelor or Master degree.
- You have a previous Country Director experience in another NGO, or experiences as an ACF Field Coordinator or Deputy Country Director.
- You have a strong leadership, strong management skills, an interest in thinking out of the box, a capacity to conceptualize and interact with the national authorities and donors.
Vos conditions d’emploi
- Fixed term contract under French legislation: 24 months
- Monthly gross salary from 3572 to 4128€ (including a 13th month) upon experience
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 791$ net, field paid
- Monthly country allowance: 150€
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Coverage of transportation and accomodation
- Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees
- Accompanied posting : Airfare, transportation of personal effects, individual housing, payment of living expenses for the partner
- Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period - Accompaniment and trainings:
