More than 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.

5.7 million refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1.1 million refugees the Romanian border.
This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.

ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).

In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska and Zapporizhzhia), the West (Ivano Frankivsk and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv).

Votre poste et vos responsabilités

Under the supervision of the Country Director, you will ensure the overall implementation of the program strategy of the mission and the quality of the programs, and the coordination of new project proposals development in line with the mission strategy. The quality, improvements, and necessary follow-up of projects implemented in different geographical locations will be under your direct responsibility.

More precisely, you will :

  • Supervise, manage and support the team of heads of technical department and coordinators.
  • Lead the definition of the country technical strategy and ensure the implementation and monitoring of the resulting action plan.
  • Ensure collaboration and integration between technical sectors, promote and implement the development of innovative and cross-cutting approaches and research projects.
  • Manage the implementation of programs and partnerships.
  • Under the authority of the Country Director, ensure the operational management of the country office, in particular the implementation of the country office action plan.

Votre profil

  • You have a master’s degree in development / humanitarian aid, international relations or a field relevant.
  • You have a 5 years experience in the field in one or more challenging contexts and a minimum of 5 years experience in Grant and reporting management.
  • You also have a consolidated experience of project cycle management and using participatory tools and methodologies.
  • You have proven leadership and management skills in a complex international setting.
  • You have an extensive knowledge and understanding of Humanitarian coordination mechanisms, a good knowledge of main ACF sectors of intervention and knowledge of the maine donors policy, requirements and partnerships.
  • You have an interest for ACF mandate and partnership development.
  • You are fluent in Englist. Some knowledge of Russian and/or Ukrainian will be an asset.

Vos conditions d’emploi

  • Fixed term contract under French legislation: 12 months
  • Monthly gross salary from 2899 to 3376€ upon experience
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 838€ net, field paid
  • Monthly country allowance: 450€
  • Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportat.ion costs and guest house
  • Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period
