Introduction :
The main objective of the assignment is to develop E-commerce policy and strategy for South Sudan, the policy is to regulate and provide a roadmap for the implementation and adoption of e-commerce in South Sudan. The policy shall provide strategies and programmes on building capacity for MSMEs to engage in e-commerce through training MSMEs on e-commerce Ecosystem and digital marketing, developing, and operationalizing a digital marketing platform, onboarding them onto various e-commerce platforms, and providing linkages for domestic and cross-border e-commerce to harness opportunities brought by AfCFTA. The assignment also seeks to provide the E-commerce Policy and strategy document for implementation and adoption in line with the EAC E-commerce system and other intra-Africa trade through AfCFTA. Specific objectives include.
· Develop a road map for e-commerce adoption and implementation among SMEs in South Sudan.
· Develop a capacity-building strategy for SMEs on the e-commerce and digital skills necessary to engage in a digital economy and improve livelihoods.
· Formulate policy that supports SMEs in the wholesale, and retail sector, and key productive value chains with little or no e-commerce presence to get on board e-commerce platforms to increase their opportunity to participate in AfCFTA.
· Support South Sudan SMEs in identifying their local and cross-border e-commerce potential.
· Develop a strategy in implementing effective digital campaigns, and increase their brand awareness, value, and sales conversions across multiple digital channels.
Consult policymakers and technical experts on the future e-commerce champions in South Sudan.
