Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Mission :
As Head of People and Culture based in Aden, Yemen, your role will be to :
Oversee People and Culture components for ACF Yemen mission employeesCreate and implement procedures that abide by ACF and its funding bodies’ guidelines as well as social legislation
Verify the accuracy and dependability of the data, as well as the caliber of the instruments and methods used in payroll and personnel administration
Monitor and verify employment documents and aspects (contracts, declarations, etc.) and ensure compliance with ACF’s contractual duties to its employees
Participate in formulating the mission strategySet up a People and Culture plan for the project
Provide departments with access to HR and cultural data to help with the creation of the national plan, counsel them on their needs and constraints and ensure these are taken into account
Create timely and excellent People and Culture contributions for funding bodies, by gathering information and writing the HR section of propositions and reports, and contributing to the financing plan
Offer a People and Culture perspective to coordination discussions
Represent the mission to external entities on People and Culture-related matters and create a network for the sharing of knowledge and best practices
Manage recruitment, training, and career development opportunitiesFind qualified candidates for open positions and establish equitable and transparent processes for internal mobility, training, promotion, and hiring in compliance with legal requirements and ACF guidelines
Customize the ACF recruitment policy for workers to the national context and participate in the hiring of both national and foreign workers
Create and carry out the onboarding procedure for new hires, and make sure the follow-up on recruitment
Give employees the tools to develop the skills required for them to perform their jobs properly
Establish a process for conducting individual appraisal and yearly interviews and ensure that every employee has access to an official annual appraisal meeting
Develop an annual training schedule for national staff, oversee its execution, and generate an evaluation based on input from staff members and managers
Uphold relationships with academic institutions and other outside sources in light of hiring and training guidelines
Profile :
You hold a Degree or advanced Degree in Human Resources with minimum of 7 years’ experience.
You have a proven experience in developing and implementing HR policies and procedures in a consistent manner.
You are able to manage the HR team, colleagues from other departments and communicate with employees at all levels.
You have strong organizational skills with a particular attention to details.
You are particulary competent at communication, written and verbal and you are able to maintain confidentiality while managing difficult HR cases.
You have excellent interpersonal skills, and are able to work both independently and as a member of a team.
You masters Microsoft Office.
You speak and write fluently in English. Arabic is an added advantage.
Conditions d’emploi
Fixed term contract under French legislation: 6 months
Monthly gross salary from 2597 to 2968euros upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 730$ net, field paid
Monthly country allowance: 450euros
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
