Job Summary
ABA ROLI is looking to hire a local Armenian expert to fill a Deputy Chief of Party (DCOP) position for an anticipated project based in Yerevan, Armenia. The Deputy Chief of Party will support the Chief of Party (COP) in all aspects of program implementation, including strategic direction, technical leadership, and management oversight for program activities and results. The DCOP will manage day-to-day technical activities, ensuring high quality deliverables are achieved on schedule and in-line with the donor’s expectations. The DCOP will contribute to business development initiatives and strategic partnerships. The DCOP will also be responsible for ensuring compliance with ABA policies, donor requirements, and applicable local laws to all office functions. The candidate should have demonstrated broad management and team building experience and experience in Armenia. This position is subject to the availability of funds and pending USAID management approvals.

Principal Duties

  • Provide program management support to COP to ensure strategic, programmatic, technical, financial, and contractual integrity from activity start-up through implementation and completion.
  • Collaborate closely with the Armenia leadership team, program office, technical office team leads, and COP of the project.
  • Ensure grant and contract implementation and spending are aligned with approved budgets, work plans, and USAID policies and practices.
  • Support the preparation of weekly updates, monthly reports, website updates, annual reports, and periodic program highlights.
  • Ensure the implementation of high quality, evidence-based programming and is accountable for technical quality in program performance and reporting;
  • Undertake technical review of colleagues’ work and draft reports.
  • Communicate findings with activity stakeholders.
  • Ensure the program team adheres to operational and programmatic compliance with ABA policies, donor requirements, and applicable local laws.
  • Manage, as needed, local procurement to obtain the best value for goods and services and are in line with ABA procurement requirements.
  • Ensure adherence to HR policies, processes, and practices, including oversight of open and transparent recruitment processes, coaching, and performance evaluations. Keep abreast of local employment laws and HR trends in Armenia.
  • Oversee the development of a diverse, skilled, and productive workforce, an effective leadership team, as applicable and an organizational culture where ABA’s values are practiced.
  • Manage staff, as needed, and recruit, on-board, manage and supervise staff and consultants, and mentor junior staff; responsible for staff performance evaluations, and oversees staff timekeeping.
  • Apply applicable Gender, Equality, and Social Inclusion (GESI) policies in the recruitment, management and retention of staff.
  • Supports and/or leads business development initiatives, including identifying new business opportunities in country, and collaborating with Head Office on designing complex programs, writing proposals, and developing budgets.
  • In coordination with the COP and/or other leadership, ensure program design reflects information, data, and evidence from the development and academic community.
  • Develop strategic partnerships and collaborative relationships with local entities and other partners to fulfill program objectives within cost constraints.
  • Represent ABA in presentations or briefings to donors, government officials, and law practitioners, both within and outside of the host country.
  • Monitor and assess economic, political, social, and environmental events and trends that may impact programming, and design and implement mitigation measures to minimize their impact on operations and technical programming, where necessary.
  • Compile publication-ready content on rule of law or adjacent fields and keep abreast of the latest innovations in rule of law programming.
  • Serve in an acting capacity on behalf of COP in their absence.
  • Supervise operational teams, as assigned.
  • Perform other related duties, as assigned.

Principal Qualifications

  • Master’s degree
  • Fluent oral and written English language communication skills required.
  • Four years’ experience in areas such as evaluation, organizational development, international development, economics, or related social science discipline preferred.
  • Demonstrated knowledge of monitoring, evaluation, and/or collaborative, learning and Adapting (CLA) preferred.
  • Minimum of three years of supervisory work experience, including direct supervision of professional and support staff required.
  • Progressively responsible experience managing complex donor-funded activities related to monitoring and evaluation preferred.
  • Knowledge of USAID regulations and compliance preferred.
