Ensuring humanitarian actors can reach people in need in a principled manner and that people can access the assistance and protection they need remain one of the greatest challenges facing the humanitarian community globally. In Afghanistan, despite the end of the active conflict humanitarian access remains a challenge, with humanitarian actors attempting to address widespread needs in a context where humanitarian funding reaching the country is dwindling.

Role and Responsibilities
The goal of this position is to improve NRC Afghanistan’s ability to promote principled and meaningful access for sustainable programming across the country.
The following is brief description of the role.
Generic responsibilities:
- Ensure compliance with NRC policies, Core Competency tools, handbooks, and guidelines.
- Prepare periodic progress reports and other documents.
- Promote and share ideas for technical improvement.
- Promote the rights of displaced persons in line with the advocacy strategy.
- Support program design and operationalization by providing updates on contextual changes.
- work closely with the field offices to provide tailored support, as well for capacity building at the local level.
Specific responsibilities:
Access incident tracking and analysis
- Gather access incident information from area access focal points and support its input into a country-wide access tracker. Support the Country Access Coordinator maintaining this tracker and support the production of monthly humanitarian access updates.
Actor mapping and analysis
- Supporting access focal points maintain regular updated provincial actor mappings and analyses to help NRC ensure it has a strong understanding of stakeholders with influence over humanitarian access. In doing so, ensure country access colleagues are informed of changes at the provincial level that might impact national level access engagements.
Access Engagement
- Support the area manager and field office coordinator to develop area and local access strategies engagement plans to help improve the structure of NRC’s engagement.
- At the request of the area manager, undertake specific access engagements with the authorities, including supporting the programme teams.
- In consultation with AM, leverage support from country access adviser and senior management for local negotiation if necessary.
- If opportunities arise, participate in and support area-based access coordination groups.
Liaison Support
- Maintain activity resumption matrix up to date and work closely with area level coordination groups and NGOs to understand where females are able to report to office, and how the agreement was reached.
- Provide technical support for programme leads and field office coordinators for introduction of project and project verification letter.
- Serve as a liaison focal point with authorities for programmatic issues as assigned by the area manager.
Generic professional competencies:
- Undergraduate degree in management, political science, international relations, or relevant topic, and (or religious studies equivalent to a university degree)/ or 3 years’ experience in a humanitarian access related role
- Demonstrated knowledge of the humanitarian response and the humanitarian access environment in Afghanistan
- Experience in conducting humanitarian negotiations (direct and indirect)
- Experience in supporting data collection and analysis activities, preferably in the humanitarian sector
- Experience working independently, but with strong personal drive and communication skills needed to operate effectively in a team environment
- Ability to draft clear and concise briefing papers
- Fluency in written and spoken Pashto and Dari is essential
- A good level of written and spoken English is essential
