Working in 52 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

Plan International has been implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria, since Round 4 in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Covering countries like, Benin, Burkina Faso, Liberia, Cameroun, Guinea, Liberia, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.

Plan International has been awarded GC7 TB/HIV/RSSH grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia been selected to as PR to implement the grant with multiple partners including MOH as SR/SSR/SP (Service Provider).

This post is needed to ensure quality and compliance with programmatic and financial indicators of Sub Recipients, through on-going support to field work in research, planning, monitoring and evaluation.

ROLE PURPOSE

To support this grant, Plan International Liberia is seeking an experienced Accounts Officer to join our team for an initial one-year term, with the potential for extension up to three years. In this role, you will play a pivotal role in supporting financial activities related to the TB/HIV/RSSH AND covid 19 grants.

Under the supervision of the Senior Grants Accountant, your responsibilities will include ensuring that all Plan International’s financial operations are conducted as per the prescriptions of the Operations manual. Whenever there is an exception, adequate explanation should be provided and approved by appropriate management level and ensure that all payments are accurate and processed on a timely manner.

Dimensions of the Role

  • Implement accounting functions, including general ledger entries, reconciliations, and financial reporting.
  • Proficiently handle SAP software to ensure accurate and efficient financial data processing.
  • Support treasury management activities, including cash flow forecasting, variance analysis and reporting.
  • Implement and monitor cost recovery initiatives, ensuring accurate categorization of costs.
  • Support the coordination of audit processes, collecting and organizing all required documents and files
  • Collaborate with cross-functional teams to gather financial information and support forecasting, financial analysis and reporting

Accountabilities

  1. Accounting and General Ledger (SAP).
  • Ensure all intercompany accounts recharges are cleared before period closure
  • Ensure all staff advances are liquidated in SAP before period closure.
  • Prepare a separate advance liquidation report for all Global Fund staffs by the 10th of the following month.
  • Prepare the bank reconciliation by the 5th of the following month and ensure that justifications/explanations are provided for all outstanding issues.
  1. Treasury management
  • Review the petty cash reports before replenishment.
  • Record monthly bank charges and other outstanding items in the bank reconciliation before every month-end closure.
  • Reconcile the WBS transactions against the cash register on a monthly basis and ensure the outstanding transactions are book in the financial system.
  1. Cost recovery
  • Responsible for supporting the work to identify all eligible costs that can be recovered.
  • Review the cost recovery allocation before the recording in the cost recovery cockpit.
  • Regularly reconcile accounts associated with cost recovery to identify and help resolve any discrepancies.
  • Ensure all operating costs are recovered by the end of the month.
  • Ensure all cost recoveries on salary/payroll are processed by the end of every month.
  • Ensure that Global Fund national and international staff salaries paid from Plan International’s main account is refunded before the end of the month.
  • Responsible for following the CNO cost recovery procedure when recording Indirect Cost Recovery (ICR) in the system.
  1. Audit Management
  • Responsible for filing of financial transactions to make it easier for auditors to trace the flow of funds and verify the accuracy of reported financial information.
  • Ensure all documents requested by LFA, internal and external auditors are provided on time and documents are re-filed correctly at the conclusion of the audits, LFA’s spot-checks, LFA’s PU/PUDR verification.
  • Collaborate with relevant stakeholders to organize the collection and documentation of responses to any issues raised by auditors and LFA.
  1. Others:
  • Keep the Senior Grants Accountant informed of any initiative or difficulties relating to the job’s responsibilities.
  • Any other duties that may be assigned from time to time.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • At least 3 years’ experience in working in finance, audit or a relevant function
  • Independence and objectivity, you should be able to work with minimum supervision
  • Ability to remain calm and positive under pressure and in difficult situations
  • Ability to negotiate, persuade and influence
  • Computer literacy
  • Good knowledge of accounting software as well as Excel, Access, Word and PowerPoint.
  • Fluency in written and oral English
  • A good team member.
  • Good listening and good communication
  • Troubleshooting and good ability to plan

Qualification and Experience

  • Bachelor’s degree in accounting or equivalent is required.
  • Minimum 3 years’ relevant experience in a similar position in a comparable organization.
  • Good knowledge of Global Fund financial reporting requirements, policies and procedures will be an added advantage.
  • Good knowledge of local accounting practices, standards, procedures and regulations
  • In depth knowledge of financial systems, financial management, audit and reporting​​​​​​​
