Context

UNFPA Regional Response Hub for Syria and the Arab States delivers programme interventions related to accessible and rights-based reproductive health services particularly targeting vulnerable groups, prevention of child, early and forced marriage, promotion of gender equality, prevention of gender-based violence, in the Whole of Syria. UNFPA works in close collaboration with I/NGOs and other local and international counterparts in delivering these life-saving interventions.

Task description

The AAP Officer will report administratively to UNFPA and will work under the direct technical supervision of the Accountability to the Affected Population (AAP) Advisor. The successful candidate will support the implementation of the AAP programme, the inter-agency taskforce and will support the implementation of the Community Based Feedback and Complaint Mechanism.
The inter-agency Risk Management Unit, Accountability to Affected People (AAP) Taskforce and PSEA Network are expanding the PSEA hotline to include fraud, corruption and similar misconduct incident reporting under AAP, while continuing to provide information about available humanitarian services and strengthening referral pathways. UNFPA, OCHA, in coordination with the DRHC (Deputy Regional Humanitarian Coordinator), will support and expand an inter-agency hotline, named SafeLine, in Northwest Syria (NWS) and Northeast Syria (NES).

The primary objective of this position is to reinforce the AAP mechanisms in Northeast Syria and to strengthening the feedback loop between humanitarian actors and affected populations, The AAP officer will support two-way communication with affected people, UN agencies and NGOs to empower communities through the provision of accessible and timely information on how to access humanitarian services and resources required to improve their situation.

You would be responsible for:
• Supporting the implementation of community feedback mechanisms including the Safeline project.
• Monitoring of various online channels on a regular basis to collect rumors circulating in the digital space.
• Classifying the rumors based on their credibility and potential impact on the organization or community.
• Supporting referrals of high-risk rumors to relevant stakeholders, such as crisis management teams or communication departments, for immediate action.
• Engaging in thorough analysis of the rumors to determine their origin, intent, and potential reach, to develop appropriate response strategies.
• Supporting hotline operators by providing them with accurate information on how to address rumors and misinformation effectively.
• Managing and mitigating the impact of rumors by collecting and analyzing information.
• Supporting the development of reports to provide stakeholders with information for decision-making and response planning.
• Supporting the AAP Advisor in organizing meetings, trainings and events to strengthen AAP efforts and build capacity of partners.
• Supporting the coordination and collaboration with the PSEA Network and Risk Management Unit in information gathering and analysis and adequate response to rumors.
• Performing other duties as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
– Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December).
– Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
– Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org),
– Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
– Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
– Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
