Context:

In the Democratic Republic of Congo (DRC), IOM is actively involved in, and contributes to the inter-agency humanitarian response through shelter, water, hygiene and sanitation (WASH), camp coordination and camp management (CCCM) and displacement and movement tracking (DTM). In addition, IOM co-leads the CCCM Cluster with the United Nations High Commissioner for Refugees (UNHCR). IOM also manages large migration management, transition & recovery and health programmes.

Under the overall supervision of the Chief of Mission, direct supervision of the Senior Protection Coordinator and in close coordination with the Head of Emergency Operations, the Accountability Towards Affected Populations (AAP) Coordinator will be responsible for the operational management and supervision of the AAP activities and programme of IOM.

Core Functions / Responsibilities:

  1. Manage and supervise the implementation of the AAP interventions in the humanitarian response in the given area to ensure alignment with the policies and strategies of the respective global and national coordination fora as well as IOM’s. Ensure that scope, budget, timeframe and quality are in accordance with the different projects’ specifications, donor requirements and IOM’s rules and regulations.
  2. Lead the development of AAP plans and strategy for the IOM Mission.
  3. Conduct continued assessment of AAP practices throughout the programmes to measure the existing impact on operations and identify gaps where it is necessary to strengthen Mission practices.
  4. Establish and maintain AAP mechanisms to mainstream people-centred approaches in the Mission, community engagement exercises and information provision activities. This includes planning, implementation, monitoring and reporting of activities and support to teams at the field level.
  5. In coordination with technical and sectoral experts, substantively support needs assessment, planning, monitoring, and evaluation processes with activities to ensure the participation of the affected population.
  6. Support the strengthening of Complaints and Feedback Mechanisms (CFMs) within IOM operations and programmes including the maintenance and update of SOPs for mission-wide or project specific CFMs, and their operationalization including closing the feedback loop with affected people when relevant, and ensure SOPs are known to staff.
  7. Foster the implementation of AAP practices by local and implementing partners in compliance and alignment with AAP IOM Standards through capacity building and coordination on AAP issues.
  8. Lead AAP training activities for all IOM staff and implementing and local partners in mission.
  9. Support the coordination of initiatives and activities with cross-cutting issues focal points, including Gender-based violence, Protection against Sexual exploitation and abuse, Gender and Diversity Inclusion, Protection Mainstreaming and other relevant areas.
  10. Represent IOM and participate in inter-agency coordination structures on AAP for collective AAP initiatives.
  11. Document context-specific AAP good practices in IOM programmes and, in collaboration with partners, for inter-agency initiatives.
  12. Overall, help coordinate and supervise activities engaging affected communities across various programme interventions. This involves ensuring methodologies are based on learning and best practices and applied transversally, including sharing of experiences among teams. Furthermore, coordinate consultation spaces to prevent community fatigue and burdensome participation.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree from an accredited academic institution in a field of study related to Human Sciences, Sociology, Humanitarian Affairs or other relevant field with five years of experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Proven technical and managerial level experience in community engagement and AAP intervention including project and financial management in emergency and conflict context;
  • Working experience with UN agencies or international organizations in AAP programming;
  • Working experience in the region is an asset; and,
  • Experience to utilize and apply AAP guidance and standards.

Skills

  • Excellent project management skills including knowledge of IOM administrative and financial procedures and budget monitoring;
  • Excellent monitoring and evaluation skills, managerial skills, and ability to supervise staff; and,
  • Familiarity with cluster systems, various steps of project cycle and coordination with donor, local authorities, beneficiaries and other stakeholders.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
