The Accountant will oversee the operational management of the IUCN Oceania Regional Office (ORO) to ensure that business services are accomplished in an effective, efficient and timely manner and in compliance with all legislative, policy and procedural guidelines of IUCN, as applicable.
The areas of the IUCN ORO Secretariat financial operations that this position will provide oversight over will include, but not limited to, the following:
- Payment processing (all foreign and domestic payments, including payroll and reimbursements);
- Monthly general ledger reconciliations for all balance sheet items including bank accounts, staff accounts, accounts receivables, accounts payables, fixed assets, suspense accounts, payroll accounts, provisions account and visa card accounts.
- Invoicing, receipting and the filing processes.
- Monthly closing of accounts, posting of journal entries including Intercompany.
- Analysis and periodic reporting of the monthly management results.
- Physical verification of fixed assets and periodic verification of inventory (stock) levels.
- Procurement, travel and expenditure claims verifications.
- Statutory obligations including PAYE and FNPF (Employer and Employee Contributions) and legal compliance.
- Capacity building on finance policies and procedures to non-finance members of the ORO Secretariat.
- Managing of the audit engagement (internal, external and head office);
- Management of the budget process including compilation, monitoring and periodic actual expenditure reporting; and
- Providing advice on financial matters.
The Accountant may also be assigned to provide financial support to IUCN ORO Projects, as and when the need arises. The scope of work that the financial support entails will be mutually agreed between the Regional Finance Manager, Oceania and the Project line manager/s and may include, but are not limited to, the following areas:
- Maintaining proper financial records for the Project, including stakeholder agreements with donors, implementing partners, contractors and grantees, budgets, policies, procedures and guidelines, correspondences, and other relevant supporting documentations.
- Managing the financial reporting framework of the Project to the donors and the respective stakeholders.
- Compliance assessments of financial submissions from implementing partners and grantees, and capacity building for the relevant stakeholders.
- Managing the resources (time allocations) and financial (budgeting) planning component of the Project.
- Periodic monitoring and analysis of the Project’s liquidity requirements and financial performance (implementation rate).
- Management of the procurement plans, asset registers and audit engagement;
- Monthly reconciliations of the Project finances including bank balances, forecasts and commitments; and
- Providing advice on all financial matters pertaining to the Project.
Requirements:
- A tertiary qualification (undergraduate degree) in Accounting and Information System, Commerce or Financial Management. An advance degree (including a post-graduate diploma) in Accounting and/or Financial Management, would be an added advantage.
- At least 8 – 10 years proven experience in accounting, budgeting and/or financial management.
- Proven experience in project and budget management
- Fluent English (verbal/written) with excellent communication and presentation skills.
- Proficient in using office applications (MS Word/Excel/PowerPoint) and other web-based management systems.
- Willingness to maintain a balance between the operational demands and the strategic aspects of the post.
- Proficient in the use of ERP accounting software or any prominent accounting software
- Ability to travel as and when required.
