MISSION CONTEXT
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Nine years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:
- Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
- Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
- Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
- Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
OBJECTIVES OF THE POSITION
The accountant produces quality financial information and contributes to the application and dissemination of the budget framework, local and donor rules and HI’s tools, procedures and standards in the financial field.

MAIN RESPONSABILITIES
Mission 1: Strategy and steering
- Monitors and reports to his or her line manager and functional manager on the accounting risks of which he / she is aware and contributes towards their mitigation.
- Helps to identify accounting and legal risks for HI within his or her area of responsibility.
Mission 2: Standards and expertise
- Deploys all of HI’s financial policies, processes and tools within his or her area of responsibility.
- Ensures that HI’s legal obligations are met and produces the required financial documents.
- Reports any changes in standards, case law or in the practices of other stakeholders in the financial field of which he/she is aware.
- Complies with the General Data Protection Regulation (GDPR).
- Implements and complies with procedure for archiving financial documents and publishes and updates financial documents in the dedicated workspaces.
- Contributes to internal control within his or her area of responsibility and applies identified corrective actions.
Mission 3: Operational implementation
Responsibility 1: Partner management
- Collect Hl partners’ financial documents invoices and salary payment documents, ensure that they respected and followed Hl procedures according to the partnership agreement.
- Ensure the partners’ monthly reports are received on a monthly basis.
- Contributes towards the facilitation of the profession’s development in his or her area of responsibility.
- Prepare partners’ monthly pay orders, validate them by the Project Manager then deliver the payment as per the transfer request
- Train Hl partners focal point on the financial procedures and follow up on any changes.
- Send the finalized versions with other supportive payments documents to the hub office.
- Participate in the partnership review meetings.
- Responsible to receive Partner BFU on monthly basis and ensure that partner is on track with spending plan, any under/over spending must be reported to the Finance Manager.
- Follow up on partners’ budget and ensure all expenses are matched with the procedures according to the partnership agreements.
- Responsible to receive partners ‘forecast with actual report updated till the end of the grant.
Responsibility 2: Regular keeping of the accounts
- On a daily basis, makes entries in the accounting Information System (IS) (and in the country IS if necessary), ensuring that the descriptions of the entries are accurate and consistent with accounting allocations and that all the required fields are completed, in keeping with HI’s chart of accounts (and the country chart of accounts if necessary).
- Takes delivery of supporting documents and translates the essential elements into one of HI’s working languages (French or English).
- Formalizes requests to create or close accounts journals in the accounting IS.
- Prepares all the documents for the monthly and annual closing of accounts.
- Creates Immo (fixed assets) sheets in the accounting IS and sends the fixed assets’ identification number to Logistics for recording in the Equipment Monitoring Chart.
- Applies for exemption from Value Added Tax (VAT) and prepares the declarations.
- May be required to temporarily replace a member of the accounting team.
- Prepares any supporting documents asked for by internal or external auditors.
Responsibility 3: Archiving accounting documents
- Produces the accounting documents slip.
- Ensures the legibility and regular scanning of supporting documents.
- On a monthly basis, archives scanned documents on a server and paper documents in a location that guarantees their physical integrity.
- Sends supporting documents (paper or digital format) to their final storage locations.
Mission 4: Profession facilitation
- Contributes towards the facilitation of the profession’s development in his / her area of responsibility.
Mission 5: Emergency preparedness and response
- Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.
REQUIREMENTS
Education and experience:
- University degree in Accounting or any related field.
- At least 2 years of experience in similar role.
- Has experience with partners.
