Due to a retirement, the Upper Columbia Salmon Recovery Board is looking for a new star to join the UCSRB team in the role of Accounting Manager.  This 32-40 hour/week position is responsible for a range of non-profit and operational activities, including maintaining and updating accounting systems currently on a modified accrual basis, grant billing, payroll, annual audit reporting, general HR and other key priorities as needed. This position provides useful, accurate, and timely financial information to the Executive Director and the UCSRB Board and for reporting as required by federal, state, and other funding sources.

Duties and Responsibilities

  • Maintains and reconciles the general ledger in accordance with contract and grant requirements, with generally accepted non-profit accounting principles.
  • Prepares year-end cash basis work papers and schedules for the annual audit. Submits annual BARS financial report to the State Auditor’s Office. Prepares the annual Form 990.
  • Coordinates periodic audits with the State Auditor’s Office.
  • In collaboration with the Executive Director, develops and monitors the annual budget.
  • Presents pertinent fiscal data to the Executive Director, UCSRB Finance Committee and Board of Directors to facilitate decision-making.
  • Provides insight about resource utilization and assumptions underlying budget forecasts. Works closely with the Board’s Finance Committee to ensure clarity on financial matters.
  • Prepares balance sheets, income statements, budget-to-actual analyses, and other financial reports as required by UCSRB management and federal, state, and other funding sources.
  • Processes all cash receipts and disbursements, monitors grant and contract funding status, prepares client invoices.
  • Assists with the preparation and review of grant proposals.
  • Monitors and maintains sufficient cash flow to meet the financial obligations of the UCSRB.
  • Processes payroll, W-2’s, and 1099’s for contracted services.
  • Allocates indirect costs and develops indirect rate proposals to funders.
  • Oversees fixed asset management and maintains internal controls over inventory and purchases.
  • Prepares and monitors professional service contracts with subcontractors and vendors.
  • Ensures compliance and consistency with state and federal regulations.
  • Assists with providing relevant HR information to the team and onboarding of new hires.
  • Assists with regular reviews of the UCSRB personnel and operation policy manual.
  • Supports and assists the UCSRB team with data analyses, financial reporting for contracts and other key priorities as needed and assigned by the Executive Director.

Qualifications and Experience

A bachelor’s degree in accounting, finance or a related field with five (5) years of experience, or an equivalent combination of experience, education, and training. Proficiency with Excel and QuickBooks Online is required. Experience with nonprofit, governmental or public accounting, and/or a CPA license is preferred.

A successful candidate will be able to demonstrate:

Compensation

This is a 32-40 hours/week position. Based on experience, the starting salary range for this position is $34-$40/hour plus full benefits, including retirement, medical, vision, dental, vacation and sick leave. This position is based in Wenatchee, however a flexible hybrid combination could be considered.

Organizational Background

The Upper Columbia Salmon Recovery Board (UCSRB) is a nonprofit, formed to serve as a regional salmon recovery organization and to coordinate and implement the Upper Columbia Spring Chinook Salmon and Steelhead Recovery Plan. One of seven regional salmon recovery organizations in Washington, the UCSRB is directed by a five-member board with representatives from Chelan, Douglas, and Okanogan Counties, the Confederated Tribes of the Colville Reservation, and the Yakama Nation. The UCSRB staff work to support partner organizations, tribes, governments, industry, and other interests in collaborative efforts to enhance ecological restoration processes for salmon recovery and advocate for Upper Columbia regional needs and resources that provide economic, cultural and social benefits to our regional communities.
