Outputs/ Deliverables: • A portfolio of technologies for the water supply infrastructure sector • A Technology Needs Assessment (TNA) report describing the prioritized technologies for adaptation in the sector including how the technologies support NDC implementation. UNEP Copenhagen Climate Centre will provide a template for the TNA report. • A Barrier Analysis and Enabling Framework (BA&EF) report on existing barriers for the prioritized adaptation technologies and enabling framework to facilitate the deployment and diffusion of technology priorities. UNEP Copenhagen Climate Centre will provide a template for the BA&EF report. • A Technology Action Plan (TAP) report for adaptation, and one policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre. The TAP will focus on NDC implementation. UNEP Copenhagen Climate Centre will provide a template for the TAP report and policy briefs. Field trips and trips to attend training and capacity-building workshops will occur.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Mitigation Branch, located within the Climate Change Division, supports developing countries to improve energy efficiency and increase use of renewable energy as part of their efforts to achieve low-carbon and climate-resilient development pathways. It does so by providing guidance on sound policy, technology, and investment choices, and by facilitating knowledge generation and sharing, capacity building, peer learning and through technical assistance to developing countries. To support and facilitate the TNA process, national contractors are being recruited for the execution of activities in relation to climate change adaptation in the Water Supply Infrastructure sector under the direct supervision of the TNA Coordinator. The contractor shall provide technical services for the assessment of technology needs for climate change adaptation activities in Niue and shall provide the following outputs stated on section 1.4.
Qualifications/special skills
• The contractor should possess at least a postgraduate degree in science, engineering, economics or social science. • The contractor should possess at least 5 years of work experience in the climate change area. • Consultant should have good coordination and facilitation skills, and possess proven analytical capabilities, as well as excellent writing skills. • Experience working in Small Island Developing States and in particular Niue is desirable. Key Competencies: • The contractor should have applied knowledge in “water supply infrastructure sector” related technologies in the context of Niue. He/she should have extensive knowledge of – and experience with – climate change adaptation strategies (as relevant), technologies and policies at the national level. More specifically, he/she should be familiar with national development objectives and relevant sector policies with overall insights in climate change science, potential climate change impacts, and adaptation needs for the country in the relevant sector. • Moreover, the contractor should have good coordination and facilitation skills, possess proven analytical capabilities, as well as excellent writing skills.
