Organizational Setting and Reporting Relationship
The position of Senior Project Officer is assigned to the Agriculture, Food, Nature, and Rural Development (AFNR) Sector Office (SG-AFNR) within the Sectors Group (SG). You will be based at the Nepal Resident Mission (NRM).
You will report to the Sector Director (SD) or designated International Staff in the SG-AFNR. You will have a matrix reporting to the Country Director (CD), NRM or designated International Staff and will oversee administrative staff within the division.
Your Role
As a Senior Project Officer (AFNR), you will contribute to the NRM by supporting and/or leading loan/technical assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities, with focus on climate adaptive and integrated water resources management, including flood risk management, dams development and irrigation modernization. It will include more holistic approaches with regards to integration of climate impacts and nature conservation, such as nature-based solutions. At this level, you are expected to take the leading accountabilities to the position and should be able to demonstrate thorough substantial and diverse experience, the ability to undertake a variety of assignments, and to work independently or with a team under minimal supervision.
You will:
- Provide support and lead or co-lead relevant loan and grant processing and administration missions. This could include review of technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues;
- Where assigned to assume the lead role in the processing and administration of specific loans and TAs, actively take initiative and responsibility to engage with RM, HQ and field offices of ADB, · government agencies, development partners (DPs), private sector partners, and other stakeholders to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan and TA projects;
- Provide team leadership (where assigned) by work planning, delivery and reviews with the team;
- Monitor the progress of assigned projects and prepare updates and reports as needed for progress reviews and other meetings;
- Prepare and update forecasts of contract awards and disbursements, identifying factors responsible for shortfalls and expediting achievement of targets as feasible;
- Identify and take actions to address issues through interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries;
- Prepare internal procurement papers, review procurement documents including draft technical designs and cost estimates, and papers for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration tasks;
- Provide advice to government ministries, EAs and sector entities on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc. to ensure effective implementation;
- Provide advice to EAs in the areas listed above for project administered by various sector divisions in the HQ;
- Take a lead role for Project and TA Completion Reports as assigned;
- Support or participate in Project Review or Country Portfolio Review missions as member when required;
- Provide support for policy dialogue with government on policy matters and institutional issues;
- Maintain close cooperation and carry-out consultations with other DPs, especially in areas relating to donor coordination and harmonization in sector work;
- Contribute to sector work by assisting in conducting research, updating information, analyzing legal, institutional, regulatory, economic and financial issues, and preparing reports on the subjects;
- Incorporate in the preparation of sector assessments aspects of development aid effectiveness and national sector strategy to be utilized for programming purposes;
- Maintain up-to-date knowledge base of future government investment plans and approval processes, institutional structure and policies relevant to the assigned sectors;
- Prepare inputs for sector database for portfolio management;
- Where required, act as a focal point for the assigned sector(s) and maintain close relationships with the relevant government agencies and HQ staff;
- Support the preparation or updating of sector knowledge management plan for NRM, and preparation and dissemination knowledge products as per the plan;
- Help to organize, contribute to, support, and participate in meetings, conferences, seminars, and workshops;
- Organize and conduct training workshops for EAs in areas relating to procurement and project administration/management;
- Produce reports, as required, on the tasks undertaken in relation to the above; and
- Perform other duties that may be assigned as reflected in the incumbent’s workplan.
Qualifications
You will need:
- Bachelor’s degree in civil engineering, irrigation engineering, or relevant disciplines, preferably with Master’s Degree or equivalent in relevant subject
- At least 8 years of relevant professional work experience in project administration/management and project processing/formulation, and at least 4 years of supervisory experience.
- Good computer skills with sound knowledge of common word-processing, spreadsheets, presentation, and graphic software used in ADB.
- Ability to communicate effectively with key clients in the developing member countries.
- Excellent written and verbal communication skills in English is required.

Additional Information
ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resulting from the new job grading structure.
This opening is a local staff position. It is open only to nationals and residents of Nepal.
This is a fixed term appointment with an option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
