Overview

Jhpiego, a global leader in improving health care for women and families, seeks a Admin & Finance officer, based in Karachi. The Admin and Finance Officer will be responsible for implementing and maintaining an on-site financial and bookkeeping system required assuring the integrity and effective performance of the financial operations.

 

The Finance & Admin officer will be assisting Finance/Operations Manager and will be responsible for overall financial activities in the Province. S/he will be responsible for providing admin support, preparing financial statements, maintaining cash controls and generating local financial report. S/he will be performing all actions and producing all documents, feedbacks and links that will allow the HO to achieve its project objectives and provide self-audit and monitoring capacity.

Responsibilities

Admin & Logistics:

  • Supervise all activities done daily in the Accounts department.
  • Assist in activity budget preparation at the field level
  • Keep maintain a tracker for record keeping of all invoices paid to the vendors.
  • Liaison with Operation teams to ensure adequate logistical arrangements for coordination and planning of program activities implementation.
  • Managing all procurement for the office as well as any procurement escalated from field bases, according to established procurement procedures and maintaining diligent filed paper and electronic records of all procurement
  • Managing and tracking all rental vehicles on the fleet, including movement planning (TAF), day-to-day allocation, verification of logbook, and the monitoring of fuel consumption
  • Maintaining up-to-date control of all assets including tracking number.
  • Managing all program stocks maintained in the office as per established procedures. Reporting stock inventories on a regular basis and liaison with the Supervisor, to monitor and track ongoing and historical supply chain pipeline against targets
  • Providing technical support and guidance to program teams on logistical elements of distribution & procurement planning, and the setups.

Finance:

  • Maintain petty cash for routine activities and prepare cash count sheets on a regular basis.
  • Assist in the implementation of Finance policies, procedures and systems.
  • Ensure compliance with Jhpiego procedures and guidelines
  • Prepare and codify all payment documents for proper and adequate back-up and payment
  • Follow proper protocols for handling cash and make payments to training participants at venues in different locations.
  • Arrange all financial record as per the serial number and type of vouchers and keep them in record filing room in orderly manner for future review and audit requirements.
  • Keep the record in arranged manner so the all users can easily get the required information in timely manner. 
  • Ensuring internal control procedures are followed for all cash disbursements, receipts and transfers.
  • Review all the payments documents of the district for proper coding and supporting documents.
  • Prepare all Purchase Requisitions/ Activity Budget for proper coding and budget adequacy before approval.
  • Scan all financial documents and send the original to Islamabad office for further payments.
  • Perform other duties as may be assigned by your supervisor

Required Qualifications

  • Bachelor’s Degree in commerce or business management (specialization in Finance)
  • At least 5 years of admin and finance experience preferably with INGOs
  • Experience in cash-based transactions and disbursement will be preferred
  • Ability to work in challenging environment
  • Good Interpersonal and Communication skills
  • Proficient in report writing and documentation
  • Knowledge of local languages will be an added advantage
  • Ability and willingness to autonomously travel to duty site and villages when required.
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to work/distribution sites
  • Excellent spoken and written local language /Urdu and English language skills
  • Good computer skills – ability to write weekly and monthly reports and data analysis.
