Org. Setting and Reporting
These positions are located in the Office of the High Commissioner for Human Rights in Honduras. The Administrative Assistants report to the Administrative Officer. The Administrative Assistants are responsible for effectively and efficiently managing all administrative matters related to a section/office including budget and finance management. In addition to providing general administrative support to the section/office staff.
Responsibilities
Within delegated authority, the Administrative Assistants will be responsible for the following duties: Budget and Finance: • Monitors status of expenditures and allotments through Umoja, records variations, updates budget tables. • Consolidates data received and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies. • Reviews status of relevant expenditures and compares with approved budget. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds. • Assists in the preparation of statistical tables and standard financial reports. • Assists managers in the elaboration of resource requirements for budget submissions. General Administration • Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff. • Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. • Maintains files of rules, regulations, administrative instructions and other related documentation. • Maintains up-to-date work unit files (both paper and electronic). • Performs other related administrative duties, as required, e.g. operational travel programme; collection of information for DSA, support the organization of procurement processes, monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipmente, software and systems; organizing and coordinating administrative arrangements for seminars, conferences and translations. • Facilitates communication and coordination between different departments or teams involved in logistics, such procurement, transportation, and distribution. This can include scheduling deliveries, arranging transportation, and resolving any logistical issues that may arise. Contract Administration • Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services, .liaising with vendors and suppliers for the procurement of goods and services, including negotiating orders/contracts, ordering supplies, and managing inventory. • Processes the payment of contractors’ invoices, supports tax exemption requests, and monitor payments. • Prepares and processes UN forms and permissions for contractual work and services, including UN grounds passes, property passes, UN parking permits, swipe-card access and door keys. • Perform other duties as required by the supervisor.

Work Experience
A minimum of three (3) years of progressively responsible experience in the field in administrative services, finance, accounting, audit, or related area is required. The minimum years of relevant experience is reduced to one (1) for candidates who possess a first-level university degree or higher. Experience within the United Nations Common System or similar international organization is desirable. Experience with office software packages (MS Word, Excel, Power Point, etc.) is desirable. Experience in handling of web-based management systems is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in Spanish, (both oral and written) is required; knowledge of English is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
