Mission and objectives

The World Health Organization serves as the directing and coordinating authority for public health within the United Nations system. WHO seeks to promote health, ensure everyone can attain the highest level of health, keep the world safe and serve the vulnerable through partnerships, people and countries.

Context

The work of NCD surveillance unit is guided by existing WHO strategies and tools related to NCD surveillance.
Objectives of the Programme and of the immediate Strategic Objective
The prevention and control of NCDs is one of the strategic priority area for the WHO Regional Office for the Eastern Mediterranean (EMRO). Additionally, implementing the September 2011 United Nations Political Declaration (UNPD) on NCDs – based on a regional framework for action endorsed by Member States in 2012 – is one of EMRO’s flagship programmes. NCD surveillance is one of the three pillars of the Global Strategy for the prevention and control of NCDs which was endorsed by the 53rd World Health Assembly (WHA) in 2000 followed by WHO Global Action Plan for the prevention and Control of NCDs 2013-2020, endorsed by the 66th WHA in 2013, with its global monitoring framework (GMF) for NCDs that includes 9 global voluntary targets for achievement by 2025, (and which guide the work in NCDs, and is a core component of the regional framework for action and of any national strategy/action plan to combat NCDs. NCD surveillance focuses on monitoring NCD morbidity and mortality, risk factors and determinants, and health system capacity and response, all integrated in the national health information system.
The work is informed by the best available evidence and comprehensive situation assessment. To achieve the objectives of the programme, it liaise and coordinate with relevant partners across the organization (including other Departments within WHO EMRO, and particularly the Department of Information, Evidence and Research (IER), WHO Country Offices, and WHO Headquarters), with Ministries of Health including the national managers for NCD surveillance, and with other partners, including regional and national organizations and individuals outside WHO. This includes but is not limited to regional and country offices of other international partners and UN organizations, NGOs, academics, WHO Collaborating Centres and other relevant entities to provide the needed support to Member States.

Task description

Within the delegated authority and under the supervision of Regional Adviser, Noncommunicable Disease Surveillance (NCS) unit, UHC/Noncommunicable Diseases and Mental Health (NMH) the UNV will:
• Provide full administrative support including drafting, reviewing and dispatching of correspondence, reports, documents, etc.
• Receive, screen and log all incoming correspondence, search for information and attach background, provide unofficial translation, if needed.
• Follow up on the implementation of programme activities and ensure timely submission of unit’s contributions, inform and remind professional staff in the unit of deadlines, provide supporting material as appropriate.
• Provide full administrative support to the unit’s meetings, draft rationale and cost, compile and process all necessary documentation and liaise with participants.
• Carry out the function of project administrator, monitoring availability of funds and financial expenditures according to the approved work-plan, and coordinating with country offices on the implementation of the work-plan related to the concerned programme.
• Perform other requested administrative functions related to running the administrative work of the unit.
• Coordinate with other units to finalize and complete administrative tasks where needed.
• Any other related tasks as may be required or assigned by the supervisor.
– Results/expected outputs:
• As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO and its beneficiaries in the accomplishment of her/his functions.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
