The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Established in April 2012, the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) has a membership of over 140 Governments (see www.IPBES.net) and seeks to respond to the needs of governments and other stakeholders to strengthen the science-policy interface on biodiversity and ecosystem services. This post is located at the UNEP/ IPBES secretariat at the Bonn duty station. Under the overall supervision of the Administrative Officer/ Head of Administration, the incumbent assists in providing to the IPBES secretariat administrative support in the areas of travel and general procurement. The incumbent will be responsible for the following duties:
Responsibilities
• Independently coordinates all aspects of the IPBES secretariat’s low-value procurement, valued at approx. $200,000 per year. • Independently coordinates all aspects of the IPBES secretariat’s use of already existing procurement contracts from other UN agencies (approx. $1.5 million per year). • Collaborates with other Bonn-based UN agencies as part of common procurement exercises, and actively contributes to these exercises. • Collaborates with the Travel and Procurement Assistant in a variety of tasks related to occasional high-value purchases. • Reviews, records, and prioritizes purchasing requests and obtains additional information/documentation as required; provides assistance to requisitioners in preparing the scope of work and specifications of goods and services; proposes product substitutions consistent with requirements to achieve cost savings; determines the availability of funding sources. • Identifies and recommends sources of procurement; interviews potential suppliers. • Produces tender documents based on the nature of the requirements and cost of procurement involved. • Prepares abstracts of offers and compiles data contained in quotations, proposals, and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to quality, delivery time, prompt payment and other discounts, transportation costs. • Enters into negotiation of terms and conditions of orders under the guidance of the Administrative Officer/ Head of Operations; obtains credit and other information on proposed suppliers. • Finalizes purchase orders and contracts for approval by the Administrative Officer/ Head of Operations; may authorize purchases in line with delegated signature authority, and, if required, prepares a submission to the Contracts Committee for review and subsequent approval by the authorized official. • Resolves issues/problems related to delivered goods, including discrepancies between purchase orders and items/quantities shipped or received; prepares and signs Return to Vendor forms for unacceptable and/or damaged goods received. • Maintains relevant internal databases and files; keeps track of any contractual agreements, direct provisioning contracts, and informs affected users of contractual rights and obligations. • Researches, retrieves, and presents information from a variety of internal and external sources on sources of supply, vendors by commodity, as well as obtain specifications for new products and equipment on the market. • Drafts a variety of correspondence. • Supervises, assigns and reviews the work of more junior staff. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Performs other duties as assigned.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Completion of professional procurement training (e.g. CIPS at least level 4) or an equivalent certification is required.
Work Experience
A minimum of seven (7) years of experience in public procurement is required. The minimum number of years of relevant experience is reduced by two (2) years for candidates who possess a first-level university degree. A minimum of two (2) years of experience within the United Nations or a similar international organization is required. At least three (3) years of experience in using the procurement-related functions of SAP ERP systems e.g Umoja is required. Experience with cross-UN agencies procurement is desirable. 1 year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of German is desirable. Knowledge of another official United Nations language is desirable. “NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand), and ” Knowledge of” equals a rating of “confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Appointment against this post is for an initial period of one (1) year and may be subject to extension.
