UNICEF Ecuador Country Programme (2023-2026) is aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2026. The vision of the Ecuador Country Programme of Cooperation is that children and adolescents, both girls and boys, especially the most disadvantaged, deprived and hard-to-reach and those affected by crises, live and participate in resilient communities, enjoying a protective, nurturing and supportive environment that allows them to unlock their full potential throughout their lives.

UNICEF Ecuador Country Office supports the achievements of the national development plan as well as the Sustainable Development Goals (SDGs) through our country programme in Ecuador with interventions in Health, Nutrition, Child Protection, Education, Social Policy, WASH and CEED. UNICEF Ecuador also leads on humanitarian response to the migrants and refugee crisis, natural disasters and violence. As a result of these multiple shocks, vulnerabilities and exclusion, the CO prioritized field presence in three provinces and three municipalities affected by the prolonged crisis of human mobility (humanitarian outposts) as part of the CPD 2023-2026.

The main goal of the country office’s proposed field presence is to support coordinated cross-sectoral programme implementation, an effective humanitarian response at decentralized level, while strengthening the capacity of partners and government actors, promoting outcomes focused on empowerment and equality for women and children. This strengthening will seek to achieve programmatic and operational sustainability in local contexts with challenging and changing scenarios, including disaster preparedness, resilience building and forward-looking risk analysis, to trigger a rapid response to sudden onset emergencies or conflict situations, including coordinated action with the United Nations System (UN) in the field. The strengthened field presence will also allow a sustained approach to monitoring of the situation of children and bottlenecks that hinder the fulfillment of women and children’s rights, especially in remote or chronically excluded areas of the prioritized provinces. Similarly, a strong field presence will improve monitoring of the goals achieved by UNICEF partners, including the government and civil society. It also provides UNICEF a greater political and community credibility in a country with significant political, ethnic, and geographic diversities.

How can you make a difference?

The Administrative Assistant is responsible for executing a broad variety of standardized administrative tasks for the respective section requiring thorough knowledge of UNICEF administrative procedures, processes and policies.
In this capacity, the need to project the image of a credible and reliable service provider is imperative to quality of process delivery, and the impact of work directly reflects on the overall reputation of the team in terms of responsiveness to client needs and quality of process execution.
Summary of key functions/accountabilities:
  • Travel
    • Generates information and reports related to travel in the office to support management decision
    • Assist in the preparation of budgets on travel costs and maintain travel budgetary control records.
  • Invoice Processing
    • Support in the collecting of invoices and filing documents for approval and, thereafter processing in vision.
    • Respond to client transaction status and other inquiries
    • Acts as back up for Finance Assistant in invoice processing tasks
  • Contracting service providers
    • Conduct requested local market surveys.
    • Responsible for conducting low value procurement goods and services required by the section.
    • Keeps vendor lists, partners, and consultant rosters up-to-date.
  • Property management office equipment, vehicles
    • Supports management of administrative supplies, office equipment and vehicles, updating inventory of items.
    • Performs the required office inventories, and supports on tasks related to ensure inventory controls, its utilization and disposal.
    • Monitors adequate and appropriate use of supplies. Ensures that services and maintenance of premises are in accordance with organizational standards.
    • Assist supervisor on the administration of courier, telephone and mobile accounts
    • Arrange for the purchase and timely distribution of office supplies.
    • Gathers data and produces monitoring reports for Office Greening initiative.
    • Support office accommodation, movement/installation of office furniture and equipment; procure computer hardware/software as recommended by supervisor and approved by Head of Office.
  • General Administrative Duties
    • Maintain hard and electronic files and update data base systems ensuring timely and appropriate recording, safekeeping and disposal of confidential information
    • Support the Operations Officer in the monitoring of the utilization of all financial input requisitions and report to the supervisor for necessary adjustments (over-utilization, shortage of funds, etc.) Familiarize with programme monitoring related instructions/tools and report to supervisor for significant changes
    • Master Data Management: act as backup
    • Support the Operations Officer in security and business continuity tasks Management of UNICEF staff database in UNDSS. Gather and prepare information related to maintain updated the BCP
  • Support in Knowledge and Records Management
    • Assists in filing, archiving and disposal of operations (finance, HR, administrative and supply) related documentation.
    • Support the office in ICT light implementation tasks, including the support in the migration of files and data to the Cloud.

To qualify as an advocate for every child you will have…

  • Completion of secondary education, supplemented by progressive formal training in business administration, information technology. University degree is an asset.
  • A minimum of 4 years of relevant administrative or clerical work experience is required.
    Thorough Information Technology skills required. Advanced computer literacy and ability to effectively use Microsoft Office (including excel, Vision-SAP, outlook and One drive tools).
  • Fluency in Spanish is required. Knowledge of English is highly desirable.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions.
