Mission and objectives
UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide.

Context
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women work in Ukraine focuses on supporting the government and civil society in advancing gender equality and implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions on the following four thematic priorities: Peace and Security, Humanitarian Action and Disaster Risk Reduction; Ending Violence Against Women and Girls and Women; Women’s Economic Empowerment; Governance and Participation in Public Life. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work. The 2023 Strategic Note is aligned with the UN Transitional Framework covering the following areas: Humanitarian Response; Humanitarian-Development-Peace Nexus and Early Recovery.

In June 2022, Ukraine has received the status of a European Union candidate and considering that gender equality belongs to the key EU values, gender mainstreaming during the processes of European Integration will be an integral part of work of the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration.

The full-scale armed invasion of Ukraine by the Russian Federation on February 24, 2022, is a grave violation of the territorial integrity of Ukraine and the UN Charter. It caused untold destruction, displaced millions and resulted in unacceptable violations of human rights and international humanitarian law and the greatest modern challenge to global peace and security. The impacts of war are uneven, with the greatest effects on women, children, and people with disabilities. Recovery and reconstruction are the key priorities for Ukraine. UN Women considers its high priority to support the efforts of the of the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration to ensure gender-responsive recovery.

The Sweden funded project “Transformative approaches to achieving gender equality in Ukraine” will keep providing further administrative and technical support to the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration in its efforts on gender equality policy coordination and strengthening synergy among the Government and the development partners.

As part of its assistance, UN Women is looking for an Administrative Support Assistant on Gender Mainstreaming to support the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration. The UNV should perform the tasks as needed and agreed with the DPMO. The consultant can be physically located at the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration or working online.

Task description
Under the overall guidance of the UN Women Representative and direct supervision by the UN Women Programme Specialist/Project Manager (Governance), the National Consultant will provide administrative support to the Office of the Deputy Prime-Minister for European and Euro-Atlantic Integration (DPMO) on gender mainstreaming.

The assignment will include but not be limited to the following tasks developed in coordination with the Office of the Deputy Prime-Minister for European and Euro-Atlantic Integration and UN Women:
• Provide administrative support to the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration in its work on the implementation of the national and international gender equality commitments of Ukraine, in particular for gender-mainstreaming to the EU integration and recovery processes;
• Provide administrative support to the coordination of the cooperation of the Government, regional and local authorities in advancement of gender equality and women’s human rights, in particular for gender-mainstreaming to the EU integration and recovery processes;
• Organize regular multi-stakeholders’ meetings with diverse women’s groups, development partners and governmental institutions from national, regional and local level, as well as inter-ministerial consultations as per the DPMO`s request, including the Commission for Coordination of Interaction of Executive Authorities in Ensuring Equal Rights and Opportunities for Women and Men chaired by the Deputy Prime Minister for European and Euro-Atlantic Integration and the Sectorial Working Group “Gender Equality” within the Donor Coordination Architecture, co-led by the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration;
• Provide administrative support with the engagement of the civil society and women’s groups under the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration to contribute to the government-civil society dialogue on gender equality and women’s empowerment commitments development, implementation and monitoring and evaluation;
• Provide other administrative and technical support as per the request from the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration.

Nationality
Candidate must be a national or legal resident of the country of assignment.

Requirements
Required experience
1 years of experience in providing administrative/technical support.
-Minimum 3 months of relevant work experience in the field of human rights or gender equality;
-Experience in cooperation with multiple stakeholders – governmental and non-governmental stakeholders, NGOs, international organizations, UN agencies, etc.
-Excellent oral and written skills; excellent drafting, formulation, reporting skills;
-Ability to work and adapt professionally and effectively in a challenging environment;
-Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
-Self-motivated, ability to work with tight deadlines.

Living conditions and remarks
As it is a national UN Volunteer’s assignment, the volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Youth Volunteer (Kyiv Duty Station)

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances:
• Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) 1270 USD (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”.
• USD 400 entry lump sum, one-time payment is provided.

Medical and life insurance:
• Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date.
• Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements:
• Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment.
• Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period
• Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
• Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
