The United Nations Security Council adopted Security Council Resolution [SCR] 2673 (2023) authorizing an extension of the mandate of the United Nations Verification Mission in Colombia (UNVMC), which is to assist in the verification mission to monitor the implementation of section 1 on comprehensive rural reform and section 6.2 on the Ethnic Chapter of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace (the Final Agreement) as a shared request of the Government of Colombia and the former FARC-EP. UNVMC continued to work towards a sustainable peace; support peace processes such as the monitoring and verification mechanism for the ceasefire between the National Liberation Army (ELM) and the Government of Colombia under Security Council Resolution [SRC] 2694 (2023), and the implementation of future peace agreements, assist peacebuilding, civilian protection, and rule of law; and support the mobilization of economic and development assistance through donors to support ex-combatant and communities affected by the civil war. These two positions are based in Florencia and Medellin Regional Offices/Mission Support Unit (MSU) of UNVMC. The incumbents will report to the Head of Office as the First Reporting Officer, the Chief Mission Support as the Second Reporting Officer, and to the Chief of Unit, Mission Support as Additional Reporting Officer.

Responsibilities

Within delegated authority, the Regional Administrative Officer will be responsible for the following duties:

Human Resource Management:

  • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.

Budget and Finance:

  • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
  • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
  • Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
  • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
  • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
  • Provides guidance and leadership to more junior staff.

Logistics:

  • Liaises with the Head of Office and Chief of Unit, Missions Support in the review of plans and operational requirements to deliver requisite resources in a timely and cost-effective manner.
  • Assists Chief of Unit, Mission Support, or the Head of Office in preparing short and medium-term regional operational support requirements, considering resources for any unforeseen circumstances.
  • Implements logistics contingency plans to deal with emergent situations that may result from natural or man-made crisis situations.
  • Develops and implement methodologies and tools to enable effective execution of approved mission logistic plans.

General Administration:

  • Oversees work related to procurement, billing, and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
  • Reviews adequacy of regional office and sub-regional offices space requirements in collaboration with the Head of Office.
  • Oversees the identification of office technology needs and maintenance of equipment, software, and systems, coordinating enhancements as necessary. d) Performs other related work as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, or related field is required. A first-level university degree with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

  • At least five (5) years of progressively responsible experience in human resources, budget, finance or general administration is required. Experience in drafting office memorandums, reports on administrative matters related to human resources, budgets and/or audits or related area is desirable. Experience in providing advice to officials and senior managers on all procurement matters is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For these positions, fluency in English and Spanish is required. NOTE: Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand), and “knowledge of” equals a rating of “confident” in two of the four areas.
