The University of Maryland, Baltimore School of Medicine Department of Pathology is currently seeking an Administrator, Clinical Department.

The mission of the Department of Pathology is to provide outstanding clinical care, education, and innovative research in the field of pathology.  The clinical mission includes an independent outpatient laboratory along with diagnostic pathology and laboratory medicine services for multiple University of Maryland Medical System hospitals. Pathology plays a major role in the education of medical students and operates a residency program, four fellowship programs, and a Pathologist Assistant Masters program.  The closely aligned Department of Medical and Research Technology offers  bachelors, masters and certificate programs in Medical Laboratory Sciences. The department is involved in several cutting-edge research endeavors in key areas of cancer, infectious disease, new prognostic and diagnostic tools, immunology, genomics, tumor biology, animal models, and biodefense. We maximize our research efforts by encouraging both independent and collaborative research opportunities.

We seek an energetic and visionary leader to serve as an administrator for this vibrant department. In this position, the administrator will work in close collaboration with the department chair and division leaders to make this department a model for the provision of laboratory services  They will also oversee and execute strategic goals and objectives that align with those of the University of Maryland School of Medicine and the University as a whole. As the department administrator, you will have broad authority to make strategic and managerial decisions in the areas of finance, personnel and clinical operations.

PRIMARY DUTIES

  • Provide business administration to the Departments of Pathology, a School of Medicine clinical department, and Medical and Research Technology, a non-clinical department.
  • Supervise administrative staff to achieve departmental objectives in all business functions.
  • Manage and plan clinical operations and compliance for the affiliated practice organization, Pathology Associates, PA. This includes the planning of ambulatory and inpatient testing services.
  • Develop and implement the annual budget for the Department and the Practice.
  • Resolve problems in matters of significance requiring identification and analysis of complex variables pertaining to multiple units or to the University.
  • Administer strategic clinical management of department and spearhead unit’s clinical growth of divisions/department, ensuring best practice through creating and improving systems/strategy for client services.
  • Oversee clinical productivity, income, contracts, program progress; research and implement opportunities for clinical expansion; and develop reports to monitor faculty productivity and related value unit (WRVU) activity, if applicable.
  • Maintain and promote awareness of advances in medicine, computerized diagnostic and treatment equipment, data processing technology, government regulations, health insurance changes, and financing options. 
  • Responsible for clinical business operations achieving financial objectives for clinical department.
  • Negotiate and optimize managed care agreements, medical service plan issues and technology transfer opportunities.
  • Provide direction to the department by assuring that proposals and awards comply with federal, state, agency, and institutional policies. Direct and manage the authorization and transmittal of all proposals and negotiate the most complex agreements. Develop, enhance, and provide guidance to all sponsored award functions for the department and staff members. Collaborate with upper-level management within the department and throughout campus to ensure the delivery of high-quality service. (REA)
  • Design, maintain, and implement department policies and/or services by establishing standards and procedures, measuring results against standards, making necessary adjustments. (FIN)
  • Act as liaison with Facilities Management to ensure efficient and appropriate facility renovations and upgrades; manage facility space allocation and layout needed for teaching, research, and clinical care. (PHP)
  • Function as the senior authority of Human Resource and Payroll, including Benefits, Compensation, Labor and Employee Relations, and Staffing & Career Services for faculty and staff. Partner with central Human Resource administrators and with leadership to maintain objectives, recommend strategic direction, and deliver quality service. (HRPR)
  • Delegate responsibility for all routine record keeping and reporting, purchasing and inventory. (SSA)
  • Create a cohesive work team that works collaboratively to achieve departmental goals.
  • Perform other duties as assigned.

 

Qualifications

  

MINIMUM QUALIFICATIONS

Education:  Bachelor’s degree in business administration, public administration, finance, marketing, accounting, human resources, or another related field. Master’s degree preferred.

Experience: Nine (9) years of experience in administrative and financial operations with at least three (3) years of experience in managed care, medical practice, or a related clinical environment

Supervisory Experience:  Five (5) years of direct supervisory or management experience.

Certification/Licensure: Clinical Research Associate (CRA) or Certified Public Accountant (CPA) preferred.

Other:  Annual financial disclosure required by Maryland State Law.

Hiring Range: $215,000-$240,000 per year (commensurate with education and experience)
