The selected candidate for this position will provide direct oversight of emergency communication services through multi-channel radios, telephones, and monitoring of computer terminals in pursuit of maintaining the safety and security of the University of Maryland, Baltimore campus. This position will perform duties that support the mission and mission of the department.

Primary Duties:

  • Oversee the planning organization and coordination of the functions and operations of the Police Communications Center.
  • Collaborate with senior leadership to define long-term goals in support of the University’s strategic plans and core values and drive staff plan to achieve long-term goals. Develop and direct the long- and short-term planning for unit that meets the University’s plan.
  • Serve as the computer-aided dispatch (CAD) Administrator to manage integrated software for the dispatch center that enables its users to share information with responders and dispatchers. Facilitate CAD-to-CAD integration between UMB and other organizations. Maintain the integrity of CAD incident and disposition codes according to UMB policies.
  • In collaboration with CITS, administer the IT infrastructure, enhancement, upgrades, integration, and implementation of hardware and/or software of the dispatch center. Responsibilities include building security and portal accessibility for UMB employee ID cards. Monitor maintenance contracts for all IT infrastructure managed by Public Safety.
  • Develop and generate recurring reports for both agency and campus stakeholders. Contribute to transparency and informed decision-making in compliance with University standards.
  • Develop and execute standards of operations, policies, procedures, processes, and protocols to ensure compliant, effective, and efficient operations of the Police Communications Center in compliance with University, Federal, and State policies, procedures, and regulations. Recommend legislation and training to support policy adherence and compliance.
  • Manage unit’s budget to support strategic initiatives.
  • Establish and manage partnerships and communications with external partners to achieve interoperability and enhance radio communication capabilities. Interface with contractors and attend meetings to provide updates, gather information, and ensure the seamless operation of public safety dispatch systems.
  • Assure Center adherence to State requirements as a 911 Public Safety Answer Point (PSAP). Monitor the efficiency of the Center and makes recommendations for improvements where needed.
  • Collaborate closely with the Education and Training Department and the UMB Office of Emergency Management to develop and deliver specialized and in-service training for new staff. Coordinate accessibility and training for FBI Criminal Justice Information Service (CJIS), Maryland Telecommunication Enforcement Resource Systems (METERS), National Crime Information Center (NCIC), and internal and external stakeholders. Maintain user databases to assure adherence to confidential laws.
  • Coordinate fingerprinting services for childcare background investigations with CJIS Central Repository and the University community. Respond to other related requests as appropriate.
  • Direct staff, supervise, and provide leadership to achieve goals and vision for the day-to-day operations of the Center.
  • Responsible for hiring and retaining staff, career coaching, professional development and accountable for the performance of employees. Handle complaints, resolve conflicts, and active in the grievance process.
  • Perform other duties as assigned.

 

Qualifications

  

Education: Bachelor’s degree in law enforcement, emergency management, criminal justice, homeland security, information technology, systems administration, or other related field of study.

Experience: Five (5) years of progressive experience in police communications that includes (1) year of experience in the development, implementation, and maintenance of a police communications database system across multiple platforms.

Supervisory Experience: Two (2) years of supervisory experience preferably within a police communication, law enforcement or emergency management environment.

Certification/Licensure: Certification to operate a National Criminal Information Center (NCIC).

Other: May consider a combination of directly related experience and education. Ability to successfully pass a comprehensive background assessment that includes the following: criminal history check; driving record review; physical examination; psychological evaluation including drug screening; and an inclusive appraisal of work history.

Hiring Range: $105,000 – $117,000 (Commensurate with education and experience)
