- Background Rationale
Johanniter International Assistance (JIA) through funding from the German Federal Foreign Office – Divisions S08/S09 –for a project of humanitarian assistance and humanitarian mine action abroad and co-funded by Aktion Deutschland Hilft (ADH), has been implementing a regional project titled ‘Enhance access to and quality of health, nutrition and WASH services for people affected by the South Sudan crisis in South Sudan, Kenya and Uganda’. This is a three-year ten months’ project running from 01.08.2020 to 31.06.2024. The project is worth a total project budget of EUR 11,030,434.53 Million EUR (SSD= EUR 5,777,334.35 Million, KEN= EUR 1,760,059.10 Million and UGA=EUR 2,851,173.11 Million). The project implementation regions are; 1) South Sudan, Western Bahr el Ghazal, Wau and Jur River Counties, as well as Eastern Equatorial State- Torit, Magwi and Ikotos counties 2) Kenya, Turkana County, Kakuma Refugee camp and Kalobeyei Refugee Settlement. 3) Uganda, Palorinya and Rhino camp refugee settlements in West Nile of Uganda.
Terms of Reference
This Consultancy Services Terms of Reference (ToR) for EAFT0101 Project Evaluation serves as a request for applications from individual consultants or consultancy firms interested in conducting the end of project evaluation for Johanniter International Assistance (Johanniter) in South Sudan, Kenya
The project has been focusing on four key outputs in the three countries;
- Increased access to primary health services including RMNCH, PSS and GBV
services;
(2) Increased access to preventive and curative nutrition services;
(3) Increased access to safe drinking water and improved sanitation and hygiene
practices;
(4) Strengthening local capacity.
These four outputs represent needs in different capacities in the three countries, therefore, the activities have been contextualized to meet these needs and achieve the outputs.
Under Output 1, activities included improved access to quality health services like the Integrated Community Case Management (iCCM) in South Sudan, sensitization on SGBV and referral of identified cases, provision of life saving primary health care services to targeted population including in hard to reach locations, provision of psychosocial support to groups and individuals as well as establishing child-friendly spaces and offer psychosocial counselling activities for refugee children.
Under Output 2, activities encompassed screening and referral of Pregnant and Lactating Women (PLW) and Children under 5 (CU5) with acute malnutrition using MUAC Assessments, implementation of Outpatient Treatment (OTP),supporting the integration of stabilization centre for acutely malnourished children with medical complication into Ministry of Health (MoH) structures, and Supplementary Feeding Program (SFP)for CU5 and PLW, improving child nutrition and child growth monitoring to identify and refer acutely malnourished children as well as a positive deviance approach to address also chronic malnutrition.
Activities under Output 3: were WASH education sessions, increased awareness and access to handwashing, drilling and rehabilitation of boreholes, distribution of water storage containers, assisting Persons with Special Needs (PWSN) with Household (HH) latrine construction and sanitation awareness in target communities.
Activities under Output 4: included training of national staff on Prevention of Sexual Exploitation and Abuse (PSEA), capacity building of partner organisation’ staff, regular feedback sessions with community members, review meeting between Johanniter staff and partner staff, clinical staff capacity building on Health Information Systems (HIS), routine Data Quality Assessments, Clinical Management of Rape-CMR, IMNC- Integrated Management, as well as Continuous Medical Education (CME) on HIS Management.
About Implementing Partners
In South Sudan Johanniter has been self- implementing the project.
In Kenya and Uganda Johanniter has been working through national NGO partners as defined through the Work steam 2 (localization) of the Grand Bargain and respond to the detailed definition worked by the IASC Financing taskforce where national actors are defined as CSO operating in the aid recipient country in which they are headquartered, working in multiple subnational regions, and not affiliated to an international NGO.
In Kenya Johanniter has been working with African Inland Church Health Ministries (AICHM). AICHM is a national local health partners in Kakuma refugee camp and with the host community in Turkana West Sub County that includes, Nakoyo, Lopur, Kaloboyei and Kakuma wards, focusing provision of primary health, and nutrition. AIC is a non-profit and an indigenous NGO registered under the Society Act of Kenya (The societies rules, 1952 registration under section 5 (2) of the societies ordinance) in 1961. AICHM has been operating in Turkana West since 2011 and within this period, Johanniter and AICHM have implemented various health projects for refugees and host communities in Kakuma.
In Uganda Johanniter has been working with CEFORD, a national NGO that operates in the whole of West Nile region of Uganda. The organization has been in this region since 2000 implementing both humanitarian and development projects. CEFORD is a non-profit and an indigenous NGO registered in November 2000 with Uganda Non-Governmental Organizations Board as S.5914/3432 according to the NGOs Statute of 1989; registered with the NGO Bureau No. 3259; NGO Permit No: 4265. CEFORD operates in all the districts of West Nile region with its Head Office in Arua and Unit offices in Nebbi, Zombo, Koboko, Yumbe, Moyo and Adjumani districts.
About Johanniter-Unfall-Hilfe e.V. (Johanniter International Assistance)
Johanniter-Unfall-Hilfe e.V. (Johanniter International Assistance) is a German non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter is the department for development co-operation and emergency aid, implementing and supporting projects worldwide. our aim is to ensure the survival of people affected by disasters and to strengthen and secure the health, resilience and livelihoods of communities in the regions where we work. We develop our international programmes together with local communities in a culturally and gender-sensitive way, based on the community’s needs. Johanniter has been present in East Africa for close to a decade working to enable vulnerable people and communities to cope with the effects of crises, violent conflicts, natural disasters and climate change. Currently, Johanniter is present in South Sudan, Kenya, Uganda, the Democratic Republic of Congo and Mozambique.
- Evaluation Purpose Objective and Use
Key Purpose of the project evaluation
The project period is 43 months since its commencement from 01.08.2020 to 31.03.2024. The purpose of the evaluation is to establish and document the impact and effectiveness of project interventions to render accountability to donors (GFFO) and ADH. This is a mandatory final project evaluation in line with OECD DAC criteria and required by the project donor for the purposes of assessing the effectiveness, relevance, efficiency, coherence, sustainability and impact of the project ‘Enhance access to and quality of health, nutrition and WASH services for people affected by the South Sudan crisis in South Sudan, Kenya and Uganda’.
Objective of the evaluation
The evaluation is expected to provide data on the performance, impact and sustainability of project interventions. The findings and recommendations will contribute to a learning process that enables Johanniter to draw lessons from its experience in order to improve programme quality. We are particularly interested in seeing an assessment of the achievement of the project´s outcomes, an evaluation of the relevance, efficiency, effectiveness, coherence and sustainability of the interventions/project, and a documentation of best practices and lessons learned, together with concrete recommendations that can trigger action, changes and / or advocacy. The evaluation will also help to assess the effectiveness of the accountability system and mechanisms towards the people we work with, that were used during the project implementation period.
The objectives of the evaluation are summarized below:
- To evaluate the project in terms of its effectiveness, relevance, coherence, efficiency, sustainability, and impact, with a priority on assessing the project expected results, objectives and overall goal;
- To collect data on project indicator achievement,
- To identify key lessons and potential practices for learning;
- To assess the challenge, best practice and document the outcome for future processes.
Use of the evaluation (primary use and secondary use)
Johanniter has planned for a Final evaluation to be undertaken as part of a culture of learning and accountability. A team of independent, external consultant will be contracted to assess the performance and results against the mandate that was set in the project design, and to determine the reasons for success or lack thereof, draw lessons and recommendations for improved performance in future similar interventions. Besides, the results of the evaluation will be used for the Final Report of EAF Project and the focus is on sustainability. The evaluation will employ the six specific evaluation criteria for humanitarian action from the Organization for Economic Cooperation and Development – Development Assistance Committee (OECD-DAC) to guide the study with special emphasize on sustainability.
