Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.
Tasks and responsibilities:
Under the general guidance of the Head of Human Rights Department, the incumbent provides leadership, design, implementation and monitoring of programmatic activities on human rights and technology in the OSCE area. S/he provides expert advice for the department on programmes and activities involving the use of technology for human rights protection and promotion, and leads and supports the implementation of such activities. S/he also leads the efforts to monitor and analyze the impact of technology on the implementation of OSCE Human Dimension commitments related to human rights and fundamental freedoms, providing advice and recommendations, and preparing reports and/or other background material on priorities and developments.
In particular, the incumbent will be responsible for:
  1. Identifying, developing, implementing and delivering programmatic activities and projects related to human rights and technology, including identification of priority areas, target groups, partners and most effective means and associated budgets for addressing key issues related to human rights and technology, and supporting fundraising for related projects and activities;
  2. Monitoring and analysing the implementation of OSCE Human Dimension commitments related to human rights and technology including related national legislation and policies with a view to identifying key areas of concern as well as good practices;
  3. Providing advice and recommendations, and preparing analytical reports and/or other background material for publication or for ODIHR management;
  4. Building alliances and networks with independent experts, international and national governmental and non-governmental actors in the field of human rights and technology to develop collaboration and share good practice, exchange information, coordinate activities and implement common programs;
  5. Performing other related duties as assigned.

Education and Experience:
  • First-level university degree in law, political science, international relations, social sciences, computer science or engineering, preferably with specialization in human rights and technology;
  • At least 6 years of progressively responsible and relevant professional experience in the field of human rights including experience at the international level in an advisory function;
  • Experience of designing and implementing projects; knowledge of results-based management an asset;
  • In-depth knowledge of issues related to human rights and technology;
  • Excellent knowledge of UN, Council of Europe and OSCE human rights standards;
  • Computer literacy with practical experience in Microsoft applications;
  • Excellent written and oral communication skills in English; knowledge of Russian or another OSCE language is desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds;
