MANDATE OF THE DEPARTMENT:
The UNAIDS Regional Office for Asia and the Pacific provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Regional Office for Asia and the Pacific promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
The UNAIDS Cambodia, Laos and Malaysia Country Office provides leadership and coordinates the expanded UN system response in Cambodia, Laos and Malaysia. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Cambodia Country Office scales up HIV services focused on key populations and locations most at risk. The UNAIDS Cambodia, Laos and Malaysia Country Office promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Cambodia, Laos and Malaysia. It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and human rights mechanisms, and provides support
and technical guidance as necessary to national partners and policymakers.
UNAIDS is mandated by the UN General Assembly to collect data from countries and report progress towards global AIDS response targets.
The Data for Impact Practice leads this AIDS response tracking and reporting, tracks progress and responses towards established targets, identifies inequalities and gaps in the AIDS response, and works to enhance countries’ strategic information capacities on the HIV epidemic and response with regards to epidemiology and demographic impact, prevention, treatment and care, societal enablers including laws and policies, and resources (resources with the Equitable Financing Practice). At country and regional level, the Practice leads the generation of strategic information to inform different programming and planning processes, and coordinates the joint programme planning and monitoring through the Unified Budget, Results and Accountability Framework (UBRAF).
Main tasks and Responsibilities of the Position:
Within the matrix management reporting structure of the UNAIDS Cambodia, Laos and Malaysia Country Office, Regional Office for Asia and the Pacific, and the Global Strategic Information Practice, the Adviser, Strategic Information focuses on a manageable set of
deliverables that are aligned with the UNAIDS strategic information vision and the capacity, the epidemic size and growth, and the needs in Cambodia, Laos and Malaysia.
The incumbent has the following key responsibilities:
1) National capacity building and coordination
a. Identifies, promotes and reinforces capacity needs of national counterparts in surveillance, data collection, data analysis, reporting and using evidence for programming and pandemic preparedness.
b. Builds capacities to focus responses to relevant geographical areas and key populations.
c. Works with national counterparts to strengthen surveillance and monitoring systems including health information systems with attention to the quality of data including the use of unique identifiers.
d. Promotes data systems and survey tools for policies and programmes.
e. Accompanies the development of community-led monitoring (CLM) systems.
2) Strategic analysis, programmatic and policy advice
a. Coordinates and influences the prioritization, process and technical aspects of a wide array of data collection, compilation, and analysis related to epidemiology, policies, programme coverage and resources, in view of informing future programme efforts.
b. Performs modelling and analysis of surveillance, policy and programme monitoring data on trends and geographic location of the epidemic and response including through the use of standard estimation tools in view of detecting and monitoring inequalities.
3) Contributions to global processes
a. Facilitates and coordinates monitoring and reporting at national level and contributes data and analyses to the regional and global level (through the Global AIDS Monitoring system).
b. Monitors the United Nations Joint Programming on HIV, inter alia via the implementation of the Unified Budget, Results and Accountability Framework and the United Nation Sustainable Development Cooperation Framework.
Perform other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master´s level or equivalent in Public Health, Epidemiology, (Bio)statistics, Demographic Studies, or another field related to the responsibilities. A relevant first university degree and nine (9) years of relevant work experience will be considered as equivalent for internal candidates only.
Experience:
Essential: A minimum of seven (7) years of experience in the design, development and operational application of strategic information systems of AIDS programmes.
Desirable: Demonstrated knowledge and sound understanding of the United Nations Joint Programming on HIV. Relevant experience in countries of similar state of epidemiological characteristics and national capacities.
Languages:
Essential: Proficiency in English.
Desirable: Knowledge of additional UN official languages.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization’s Mobility Policy. The above-mentioned position is a rotational position, and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
