The Independent Evaluation Office of the IMF (IEO) has an opening for an Advisor/Assistant Director in its office in Washington DC, to join its senior management team.
The IEO is a small unit that operates independently of IMF management and at arm’s length from the Executive Board. It produces about two evaluations per year on IMF activities and policies, with the objective of supporting the IMF Executive Board in its oversight function, strengthening the learning culture of the IMF, and enhancing transparency. Job Description
The selected candidate will lead evaluation projects from conception to completion, from framing the purpose and scope of the evaluation, interactions with staff, Board discussion of the evaluation report and communication of the report’s findings to relevant stakeholders. As project leader, the candidate will organize the work and guide the project team, with overall responsibility for the quality of the evaluation and its delivery within the expected timeframe and agreed budget.
The selected candidate will work under the guidance of the Director and will be expected to contribute to the analytical work of the IEO, as well as to provide strategic direction to the department and its staff. As part of the IEO management team, the candidate may also take charge or provide oversight for certain departmental functional and administrative matters as assigned by the Director. The candidate will also assist the Director in managing the IEO work program and help as needed with other reports underway in the Office.
The initial appointment will be for two years but can be extended for a period of up to 12 years as described in the IEO terms of reference for non-contractual employees. Also see the IEO website www.ieo-imf.org for detailed terms of reference and a list of previous evaluation projects.
Qualifications:
Candidates should have extensive knowledge of the work of the IMF and of the institution’s policies and practices. Substantial experience in preparing and delivering in-depth analytical studies is also important. The candidate will be expected to have, or acquire early in the assignment, a familiarity with core evaluation techniques relevant to the work of the IEO. In addition, the selected candidate must have excellent analytical skills, sound policy judgment, effective diplomacy, and persuasive communications skills. Other qualifications include a demonstrated strategic vision and intellectual leadership; strong managerial and interpersonal skills; in particular the ability to select, manage, and motivate highly qualified staff. The ability to take initiative, work well under pressure and independently, and planning and organizational capabilities in meeting tight deadlines is essential. Extensive senior level managerial experience and familiarity with the Fund’s mandate and operations are required, and knowledge of evaluation methodology would be highly desirable. Current or previous experience working at the IMF would be a major advantage. The candidate should have completed an advanced university degree in economics, finance, law, mathematics, or related field, and should have at least 15 years of professional experience
Proficiency in English, the working language of the IMF, is required. Knowledge of other languages is desirable.
