Advisor, Country Programmes

Context

The GICHDs Strategies, Performance and Impact Division (SPI) works to help establish the necessary strategic and operational frameworks that allow for the delivery of high impact, outcome-driven mine action programmes. The GICHD is seeking an expert with proven track record of managing complex mine action programmes and interventions in different and challenging contexts. The incumbent will be tasked with providing expert strategic and operational advice to national authorities, primarily via the GICHDs Ukraine Country Programme and Strategic Planning Programme.   

Job purpose 

Plan, implement and monitor activities within Explosive Ordnance Risk Reduction (EORR) in collaboration with other divisions in line with the GICHD’s strategy including in significantly complex contexts by identifying and building partnerships with external parties. Provide technical assistance including on assessments, systems/tools, trainings/workshops, research/ publications.

Key responsibilities

• Provide expert advice to partners relating to strategic and operational aspects of mine action programming, understanding their needs, priorities, challenges, and supporting them in developing and implementing norms, policies, procedures, tools, good practices and methodologies.
• Lead, coordinate and develop GICHD’s thematic activities working closely with others divisions
• Manage activities and/or projects associated with GICHDs country programming approach, as assigned by line manager.
• Lead and conduct assessments, workshops and provide consultation remotely and onsite.
• Design and deliver training programmes.
• Represent the GICHD, participate and proactively share expertise externally, including through the delivery of presentations and facilitation of dialogue and discussions.
• Prepare budgets and monitor financial accounts for projects assigned by line manager.
• Conduct, coordinate and disseminate research in the relevant area of expertise in the form of studies, articles and briefs.
• Actively contribute to monitoring and reporting based on the Results Based Management (RBM) system.
• Conduct and coordinate the design, implementation and maintenance of relevant systems and tools.
• Draft, review and coordinate the development of concept notes, funding/project proposals and donor reports.

Requirements: 

• Minimum of 10 years of previous relevant work experience in Explosive Ordnance Risk Reduction and/or disarmament or any equivalent experience in the humanitarian and development sector
• Master’s degree in humanitarian policy, peace-building or associated field is strongly preferred.
• Direct experience of managing mine action operations is an advantage.
• Near native English, both written and oral; knowledge of the Ukranian language would be an advantage, fluency in an any other language spoken in affected countries an advantage
• Excellent project management, analytical, planning and organizational skills
• Ability to coordinate simultaneous activities/projects
• Effective writing and oral communication skills
• Ability to work in multi-cultural settings with a wide range of stakeholders
• Knowledge of UN agencies, relevant national authorities, NGOs and humanitarian organisations

Travel requirements

Expected to travel up to 30% of the working time including to countries affected by explosive ordnance, with low-medium-high risk environment

Salary Information

Please note that the salary level for this role starts at CHF 128’257 yearly gross, subject to social security deductions and income tax. The GICHD applies a progressive salary scheme The compensation policy is currently under review and is subject to change. This is an open-ended contract.
