THE OECD – Who we are, what we do

The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, whose mission is to build better policies for better lives. We promote policies that will improve the economic and social well-being of people around the world. THE SCIENCE, TECHONOLOGY AND INNOVATION DIRECTORATE

The Science, Technology and Innovation (STI) Directorate in line with the strategic objectives of the Secretary-General, helps OECD Member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Digital Economy Policy (DEP) Division of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of Information and Communication Technologies (ICT), in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived. DEP collaborates with other parts of the Organisation on horizontal issues such as ICT in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the OECD.AI Policy Observatory.

THE POSITION

STI/DEP is looking for an experienced Advisor to provide high-quality advice and support to the Head of Data Governance and Privacy (DGP) Unit in the daily operation and strategic development of the data governance and privacy portfolio to achieve a coordinated and innovative approach to the development and implementation of the Unit’s work. The selected person will do so by forming timely and well-founded advice, consulting and coordinating with OECD Member countries, OECD Directorates, and other relevant stakeholders, and fostering a high-functioning office.

S/he will work under the direct supervision of the Head of DGP Unit in STI and under the direction of the Head of Division, in DEP.

Job Description

Main Responsibilities

Strategic development and drafting

• Formulate long-term strategic goals and objectives for the WPDGP and the OECD in the area of data governance and privacy, in particular in the context of establishing the organisational set-up of the Institutional Arrangement for Partnership (IAP) on Data Free Flow with Trust (DFFT) in the OECD, including drafting the strategic roadmap, mobilising the right resources, facilitating the coordination of the different workstreams, and communicating internally and externally to strengthen awareness and buy-in.
• Ensure a coordinated and strategic approach to the development and implementation of the Unit’s work and in the engagement with OECD Member countries and partners.
• Collaborate with other Units in the DEP Division, and other OECD bodies as relevant, on key topics and cross-cutting issues.
• Preparate events, speeches, and briefing notes.

Meetings, communication and liaison

• Support the Head of Unit in managing the activities of the Working Party on Data Governance and Privacy (WPDGP) including overseeing internal and external communications, briefings, accession reviews of new countries as relevant, stakeholder interactions, and global relations.
• Establish and maintain excellent contacts with the members of the DGP unit, OECD partners and other stakeholders, ensuring regularly update and exchange on the progress, next steps, and priorities under the DFFT IAP and all DGP workstreams.
• Support the Head of Unit in pursuing strategic development, outreach and co-ordination of external relations, including tracking ongoing efforts and ensuring consistency in activities related to strategic partners including non-governmental stakeholders, regional and global regulatory networks.
• Work in close collaboration with OECD Directorates and DGP colleagues to unlock opportunities for collaboration with strategic partners.
• Establish and maintain professional contacts within the OECD and with outside individuals and organisations in the field of privacy and data governance as well as related areas to advance solution-oriented and evidence-based multistakeholder co-operation.

Qualifications

Ideal Candidate Profile

Academic Background:

• An advanced university degree in public policy, law, international relations, or a related subject.

Professional Background:

• Minimum three, preferably five years of relevant professional experience dealing with public policy and strategic development in an international organisation or national administration.
• Previous experience required working with a high degree of discretion whilst communicating effectively with colleagues, delegations, and high-level stakeholders in a multicultural environment.
• Relevant experience in multitasking and managing unexpected tasks with tight deadlines.
• Experience with the OECD’s structure, processes, and systems.

Languages:

• Fluency in one of the two OECD official languages (English and French) and a knowledge of, or the willingness to learn, the other.

Core Competencies:

• OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
• There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Additional Information

Contract Duration

•       Thirteen-month fixed term appointment, with the possibility of renewal.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.

What the OECD offers

• Monthly base salary starting from 7,738 EUR plus allowances, based on eligibility, exempt of French income tax.
• Please note that the appointment may be made at a lower grade depending on the qualifications and professional experience of the selected applicant.
