Organizational Setting and Reporting Relationship

The position of Advisor, IED and Head, Evaluation Knowledge Management Unit (IEOD-EKMU) is assigned in the Office of the Director General (IEOD) within the Independent Evaluation Department (IED). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director General of IED and will work with the Deputy Director General, Advisor, and the two divisional Directors. You will manage a team of technical international and local staff.

Your Role

As Advisor, IED and Head, IEOD-EKMU and as a member of IED’s leadership team, you will (i) lead IEOD-EKMU, overseeing planning and delivery of the Unit’s strategic plans and work programs for methods and guidelines, evaluation capacity development, communication and outreach, networking and partnerships, and data management; and (ii) act as the lead knowledge expert contributing to the advancement of evaluation practices and knowledge sharing on different strategic, policy, and operational matters, including guidance on methods and approaches for complex evaluations and preparation of evaluation derivative products.

You will:

  • Lead the implementation IEOD-EKMU’s strategic work plan and annual work programs.
  • Manage Unit’s operations including staff work plans, budgets and delivery of quality outputs through teamwork and adherence to department policies and protocols.
  • Ensure evaluation methods are up to date and aligned with best practices.
  • Support quality assurance of high-level evaluations through peer reviews and review meetings.
  • Represent the department in internal and external forums to share knowledge and best practices in evaluation.
  • Participate in joint peer reviews and keep regular communication with development partners including governments, think tanks, academia, bilateral, regional, and multilateral agencies, private sector, and civil society, for continued collaboration and to share knowledge and new ideas in evaluation.
  • Promote evaluation knowledge sharing through presentations, panels, and online content like op-eds, blurbs, blogs.
  • Manage preparation of selected reports and knowledge products (e.g., Annual Evaluation Review and derivative products).
  • Prepare articles, synthesis papers, topical papers, or other evaluation derivative products to communicate evaluation insights.

Qualifications

You will need:

  • Master’s Degree or equivalent in relevant fields such as economics, social sciences, business administration, or other fields related to international development planning and evaluation. A university degree and at least 10 years of specialized experience relevant to the position can be considered.
  • At least 15 years of experience in international development, including 5 years in evaluation or knowledge management and 3 years in the Asia-Pacific region.
  • Familiarity with principles of evaluation and developments in this field, applicable in different dimensions of development evaluation in multilateral and bilateral contexts.
  • Experience of development practices of multilateral or bilateral development organizations with exposure to major strategic policy issues.
  • Conceptualize and evaluate complex development issues in a multilateral or bilateral setting, and conduct interactions on these.
  • Management skills, including organizational collaboration; guidance, coordination, and planning responsibilities over a diverse unit; and the ability to coach team members.

Additional Information

This is a fixed-term appointment for a managerial position, initially for a period of 3 years or up to Staff’s Normal Retirement Date (NRD) whichever comes earlier, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB’s medium- to long-term plans for the organizational unit, the relevance of the staff’s skills to those plans, and the staff’s managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M, the expiration date of any fixed-term appointment will not exceed the Staff’s NRD. There is no limit on the number of renewals up to Staff’s NRD. However, this appointment is not convertible to a regular appointment.
